SUMMARY

The HMIS Data Specialist position is responsible for the day-to-day operations of the Hawaiʻi County HMIS (Homeless Management Information System), a secure database designed to store and measure data relating to people experiencing or at risk of experiencing homelessness on Hawaiʻi Island. The Data Specialist will work with the PIC HMIS team to manage the CHMIS database and work towards data development, quality assurance, and research analytics of CHMIS data in accordance with the service contract between County of Hawaiʻi, PIC Governance Charter and/or Bylaws, and in accordance with the Department of Housing and Urban Development (HUD) policies, procedures, and best practices.

The Data Specialist will provide CHMIS participating providers, County of Hawaiʻi partners, and PIC's HMIS team with data management services to support the development and operations as part of the Hawaiʻi mission to end homelessness.

KEY RESPONSIBILITIES

To accomplish this, the CHMIS Data Specialist will be responsible for the following duties:

1. Support agency participation buy-in, on-boarding, and user account management

2. Administration of the database, which includes configuration, project setup, data protection, and data management

3. Coordinate and deliver training and support to local participating providers

4. Develop, monitor, and maintain a system-wide Data Quality Plan and perform data quality improvement and corrective

actions as necessary

5. Act as primary liaison between the HMIS vendor, PIC HMIS Team, participating county providers, community

partners, and county leaders

6. Support development, adoption, and upkeep of uniform data standards, policies, and procedures across the HATCH

system

7. Support preparation, design, and delivery of reports and dashboards for monitoring of trends in data

WORKING CONDITIONS

Remote and/or indoors in air-conditioned office.

WORKING HOURS

Monday-Friday 8:00 a.m. to 5:00 p.m. is standard but the schedule is flexible with Data Manager and Executive Director

approval.

TRAVELING REQUIREMENTS

Job requires this position to occasionally travel to various program sites, company offices, and other locations for business

meetings, etc. as required by the job.

TECHNOLOGY REQUIREMENTS

Job position has the option of being primarily remote in nature, which will require reliable high-speed internet on a private,

secure network and in an environment where any sensitive data and materials are safe and secure.

THE IDEAL CANDIDATE WILL HAVE THE FOLLOWING SKILLS AND ABILITIES

1. Proficient in computer tech, online platforms, database navigation, and standard applications for working in a data-

heavy online environment

2. Demonstrates effective verbal and written communication skills, including but not limited to the ability to communicate

with management, staff, and external clients, especially those who are not well versed in computer technology

3. Experience with relational bases, data visualization tools, and programming

4. Superior proficiency in Microsoft Excel

5. Ability to provide technical assistance to providers with different needs

6. Ability to work independently as well as a part of a team

7. Demonstrated experience with and sensitivity to varying cultural, ethnic, and social backgrounds, values and attitudes

PREFERRED QUALIFICATIONS

1. Bachelor's degree from a 4-year accredited institution with a degree in Computer Science, Data Science, Social

Sciences or demonstrable equivalent experience, with training in programming, data analysis, and data management

2. Two years of work managing or working with a database or working with large data sets

3. Strong background in research and analytic work

4. Experience with data visualization software (PowerBI, Looker, etc.)

5. Experience working with ArcGIS Online and ESRI suite of products
