Parkside Business & Community In Partnership, Inc. (PBCIP) is seeking to hire a Bi-Lingual Resource Navigator (English and Spanish) to join our housing stability and advocacy team. The Resource Navigator plays a critical role in supporting families and individuals negatively impacted by the rental and affordable housing crisis across the State of NJ.
This position will provide direct assistance, advocacy, and mobilization—helping residents navigate complex housing systems while advancing tenant rights and systemic change at both the local and state levels. The Resource Navigator will coordinate community-based advocacy for housing stability, provide referrals and safety planning, promote financial literacy, and connect residents to emergency rental and foreclosure prevention resources.
In addition to one-on-one support, the Resource Navigator will work to bridge communication between tenants and landlords, organize tenant leadership activities, and mobilize residents around policy solutions that promote long-term affordability, housing justice, and equitable community development.
Key Responsibilities
- Assist individuals and families in finding, maintaining, and securing safe, affordable housing.
- Provide supportive services for participants facing housing instability, eviction, foreclosure, or unsafe living conditions.
- Conduct intake assessments, develop individualized action plans, and track progress toward housing stability goals.
- Help families access financial and material resources (e.g., rental/mortgage assistance, furniture, utility aid).
- Maintain accurate, confidential client records and ensure timely case closures in compliance with agency standards.
- Educate residents on local, state, and federal housing policies and their rights as tenants.
- Organize and facilitate tenant meetings, workshops, and leadership trainings focused on housing justice and renters’ rights.
- Build capacity among tenants to advocate for policy reforms addressing eviction prevention, rent control, and housing affordability.
- Mobilize tenants and community members to participate in advocacy campaigns that influence housing policy and funding decisions at the municipal and state levels.
- Collaborate with coalition partners, community organizations, and advocacy networks to strengthen regional housing justice movements.
- Perform on-site visits and community outreach in both public and private housing developments.
- Provide mediation between tenants and landlords to resolve disputes related to repairs, overdue rent, or lease compliance.
- Support residents in developing cooperative relationships that promote stable, long-term housing solutions.
- Participate in bi-monthly community meetings and engage residents to increase membership and civic participation.
- Conduct bi-monthly webinars and community workshops on eviction prevention, homelessness prevention, homebuyer readiness, and foreclosure intervention.
- Market and deliver educational sessions on budgeting, credit management, and financial empowerment
Qualifications & Skills:
- Excellent oral and written communication skills
- Bi-lingual (English and Spanish)
- Proficient in operation of intermediate level office equipment and software programs; including but not limited to: Client Management System (CMS), Microsoft Suite (Word, Excel, Publisher, PowerPoint)
- Bachelor's degree in related field: Business Administration, Social Work, Psychology, Sociology, Counseling from an accredited college or university is preferred; consideration will be given to individuals without a degree
- Must obtain housing counseling certification within 1 (one) year of employment
- Knowledge of HUD policies, procedures, state and federal regulations
- High degree of organizational and time/people management ability
- Ability to work a flexible schedule (some night and weekends may be required)
- Ability to complete tasks with minimal supervision
- Sensitivity to the needs of agency clients and ability to maintain confidentiality
- Knowledge of human service delivery systems and systems advocacy
- Experience, ability and willingness to work as a team with diversified staff, volunteers and constituents
- Ability to work independently and as part of a team to deliver services.
PBCIP is HUD certified housing counseling agency. Established in 2003, the Hope Institute empowers first-time homebuyers with instruction and assistance in overcoming financial challenges and acquire the skills and knowledge needed to achieve and maintain the dream of homeownership and provides education on financial management, improving credit scores, applying for a mortgage, and home maintenance tips. The new Resource Navigator will expand the program’s financial sustainability education by providing a much-needed service to families seeking assistance to overcome a temporary financial setback and maintain a “safe place to call home”.
PBCIP was founded on the principle that residents find constructive ways to take back their neighborhood. Over 30 years ago, the organization evolved when a single anti-drug march led to a community-wide meeting to explore long term solutions to neighborhood blight. The meeting, in turn, led to the formation of PBCIP as a 501(c)(3) non-profit organization, which, for many years of its existence, was run solely by volunteers from the neighborhood. Today, a staff and team of consultants who are developing fair and just strategies for equitable recovery that addresses issues of inequality, disinvestment and the lack of economic mobility manage PBCIP.
