As a Professional Engineer 1 (Electrical), responsibilities include but are not limited to:
• Overseeing consultant and contract work; preparing scope of work for and administers contracts, including the review of the technical components.
• Developing, implementing, and overseeing the preparation of plans for historic sites, parks, recreational, and other facilities.
• Managing projects from inception to construction closeout, with both in-house and consultant resources.
• Reviewing work activities for quality and conformity to professional standards, NYS code, environmental requirements and standards for accessibility.
• Performing and/or managing the preparation of contract drawings and specifications.
• Preparing graphics and presentations to communicate design intent for internal and public presentations.
• Reviewing, approving, and signing/sealing engineering plans, estimates, specifications, contracts, completed work, contract changes and payments. Manage contractor work activities, assuring that work is completed in accordance with plans and contracts.
• Coordinating work activities with park management to assure that work is completed in accordance with other programs and project deadlines.
• Coordinating the work of other professional and technical staff assigned to a project; review and approve procedures, guidelines, and specifications and contract documents.
• Coordinating and working with other local, county, state and federal agencies as necessary.
• Consulting with park management and other stakeholders to obtain input, resolve problems, discuss and coordinate related developments, and explain projects and programs.
• Assuring work is performed within budget and on schedule, reviewing and recommending payments, and assuring that documents and reports comply with code and conform with standards; and schedules and completes topographical surveys and soil investigations.
• Supervising lower-level staff with design development, construction documents creation and project implementation.
• Preparing and/or reviewing electrical design drawings, specifications, and calculations, including power distribution layouts, panel schedules, lighting systems, and one-line diagrams.
• Reviewing consultant electrical designs for accuracy, constructability, and compliance with applicable codes and standards, and coordinating comments through design and construction phases.
• Evaluating existing electrical systems, including legacy infrastructure, and determining requirements for repair, upgrade, or replacement with an understanding that systems may be up to 100 years old and not fully documented.
• Coordinating with utility providers and other agencies regarding electrical service requirements, capacity, upgrades, and interconnections.
• Providing construction support for electrical systems, including submittal review, responses to RFIs, field inspections, and resolution of unforeseen conditions.
• Ensuring all electrical work complies with applicable codes, including NEC, NYS Building Code, and energy code requirements.
• Work closely with the Energy Bureau within the Capital Division to review project designs and advise design teams on the selection of building systems, renewable energy systems, and charging of electric vehicles.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1.) a New York State Professional Engineer’s license and current registration AND a qualifying bachelor’s degree** or higher as listed below
Or
2.) a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience*** as listed below.

You must provide information regarding your license and current registration on your application materials.

**Qualifying Degrees:
Computer Engineering, Computer Engineering Technology, Electrical and Computer Engineering, Electrical Engineering, Electrical Engineering Technology, Electrical and Electronics Engineering, Electrical Power Engineering, Electronics Engineering, Electronics Engineering Technology, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. ***Qualifying Experience: One year of full-time engineering experience in electrical systems.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Professional Engineer 1 (Electrical); if you have less than one year, you must be reachable on the current Professional Engineer 1 (Electrical) eligible list for this location.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the same minimum qualifications as listed under NY HELPS Qualifications.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

70.1 Transfer Qualifications:
Candidates must have one year of permanent competitive or 55b/c service as a Professional Engineer 1 with one of the following parenthetical title designations: Civil, Civil/Construction, Civil/Geotechnical, Civil/Structural, Civil/Transportation, Electrical, Environmental, Fire Protection, Industrial, Mechanical, or Mechanical/HVAC AND possess a New York State Professional Engineer’s license and current registration.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

SALARY INFORMATION:
Belmont Lake State Park (Suffolk County)
Starting salary (PEF) 120,534 (The starting salary indicated combines the statutory hiring rate for PS&T SG-24 ($91,298) with the Increased Hiring Rate of $11,736, Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000.)
Similarly, the job rate posted ($132,752) is a combination of the statutory job rate ($115,252), Geographic Pay Differential ($13,500), and Downstate Adjustment ($4,000).

OPERATIONAL NEEDS:
• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.
• At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Engineer’s license with current registration.
• Excellent communication and organizational skills.
• Work schedule may vary depending on agency needs and project completion dates.

*NY HELPS PROGRAM:
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025.
