Primary Purpose

Oversees Accounting (treasury, accounts payable, budgeting, general ledger accounting, financial reporting, payroll, government reimbursement), Patient Financial Services (admissions, billing, managed care, patient accounting, accounts receivable, collections, reconciliations) functions, Health Information Management, Information Technology, Supply Chain, and others as determined by the Chief Executive Officer. Supports the strategic decision making process by providing high level information concerning the financial operations and conditions of Parkland.

MINIMUM SPECIFICATIONS

Education

  • Must have a Bachelor's degree in Business Administration or a related field.
  • Prefer a Master's degree in Business Administration or a related field.

Experience

  • Must have ten years of related progressive experience, to include seven years of experience at upper management levels.

Equivalent Education And/or Experience

  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.

Skills Or Special Abilities

  • Must have proven written and verbal communication skills with demonstrated leadership ability.
  • Must be able to demonstrate an in-depth knowledge of internal control systems.
  • Must have the ability to explain complex financial matters.
  • Must be capable of recruiting, developing and motivating people.
  • Must be able to think creatively and strategically, in order to develop and implement management procedures.
  • Must have working knowledge of hospital organization and operations, administrative standards, regulations and practices within three months of employment.

Responsibilities

  • Serves as a member of the top management team and provides financial advice used to determine strategic direction and make long term decisions for Parkland.
  • Oversees the Patient Financial Services department responsible for admissions, registration, billings, collections, patient accounting and business systems to maximize revenue while providing superior customer service.
  • Oversees the Financial Accounting department that includes general ledger accounting, budgeting, treasury and debt service, accounts payable, and financial reporting by ensuring timely, complete and accurate financial data for decision making is available.
  • Oversees the Government Reimbursement department that includes Medicare/Medicaid Cost Reporting, revenue issues (such as chargemaster, pricing, graduate medical education, passthroughs), and compliance related issues to ensure optimal operations.
  • Participates at a state and federal level for strategic initiatives such as Disproportionate Share, Upper Payment Limit, and Graduate Medical Education to ensure effective operations.
  • Establishes overall goals and objectives for the division that support the missions and objectives of Parkland. Monitors division progress and provides necessary support to assure attainment of goals and objectives.
  • Oversees the development and monitoring of the annual operating and capital budgets that ensures Parkland has the necessary funds to carry out the goals and objectives that have been established for each unit.
  • Maintains a positive working relationship with other Parkland management, the Board of Managers, the Commissioners' Court, the medical school, and other campus hospitals to ensure smooth ongoing business operations.
  • Serves on various interdisciplinary committees as assigned to contribute to continuous quality and service improvement.
  • Oversees other business units including Health Information Management, Information Technology, Supply Chain, and others as determined by the Chief Executive Officer.

Job Accountabilities

  • Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
