SUMMARY:

With guidance from administrative staff, the Parking Enforcement Officer upholds parking regulations within Downtown Macon. This position oversees the proper functioning of parking meters, using knowledge of ordinances to issue citations when required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are representative of the work required for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Performs routine walkthroughs of city parking garages and on-street parking, enforcing parking ordinances through ticket administration as needed.
  • Spot checks the upkeep of municipal parking meters.
  • Assists customers with troubleshooting issues concerning parking meters and the ParkMobile digital application.
  • Identifies and reports potential safety concerns, equipment malfunctions, and other sources of hazard or caution to supervisory staff.
  • May be required to work on-call periodically throughout the year.

KNOWLEDGE, SKILLS, AND ABILITIES:

The Parking Enforcement Officer must be knowledgeable of the following principles, procedures, and concepts:

  • Knowledge of or the ability to learn traffic laws, ordinances, and regulations pertaining to municipal parking enforcement, including Chapter 28.III of the Macon-Bibb Code of Ordinances.
  • Ability to communicate clearly and effectively with distressed or agitated members of the public, resolving conflicts while maintaining a professional demeanor.
  • Strong organizational abilities, including the ability to multitask in a complex environment.
  • Strong attention to detail, properly identifying vehicles out of compliance with policy.
  • Ability to operate a personal computer and ability to learn job-specific software applications.
  • Ability to follow oral and written instructions.
  • Ability to maintain effective working relationships with fellow employees and with members of the public, instilling a positive team environment.

MINIMUM EDUCATION, TRAINING AND/OR EXPERIENCE TO PERFORM ESSENTIAL JOB FUNCTIONS:

The Parking Enforcement Officer should possess, at a minimum, a high school diploma or GED equivalent; two (2) years of experience in customer service; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position.

NECESSARY SPECIAL REQUIREMENTS:

· Possession of a valid Georgia Motor Vehicle Operator’s License.

LANGUAGE SKILLS:

Ability to read and understand written materials. Ability to effectively communicate information to supervisors, co-workers, and the general public.

MATHEMATICAL SKILLS:

Ability to work with basic mathematical concepts, such as addition, subtraction, multiplication, and division.

COMMUNICATION SKILLS:

Must be able to effectively communicate orally and in writing in a professional manner to give or exchange information, resolve problems, and/or provide service. Must be able to demonstrate composure in high-stress interpersonal situations.

REASONING ABILITY:

Ability to interpret and understand a variety of forms, reports, manuals, regulations, and other means of instruction and guidance. Must be able to follow well-defined procedures, practices, and methods in performing assignments.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires moderate physical demands, typically involving long periods of standing on-foot and walking. This position may require the occasional lifting of objects weighing up to 25 pounds.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work environment for this job is primarily performed outdoors, either inside parking garages or in open-air areas. When work is performed outdoors, there is occasional exposure to noise and inclement weather, including extreme hot or cold weather. This job may be required to work beyond normal hours during inclement weather, personnel absences, or other emergency concerns.
