Property & Casualty Program Director

Overview

Park District Risk Management Agency (PDRMA) is recruiting an experienced property/casualty insurance and risk management leader to serve as its Property/Casualty Program Director. PDRMA is an intergovernmental risk pool serving Illinois park and recreation agencies, forest preserves and special recreation associations. We provide our member agencies with property/casualty coverage, health coverage, risk management, claims administration, education and training, legal and member-support services.

Reporting to the President/CEO, the Property/Casualty Program Director is PDRMA’s top property/casualty position and a member of senior leadership. This role directs the Property/Casualty Program’s operations, leads staff, manages underwriting and coverage-document responsibilities, supports Member retention and membership growth, and presents reports and recommendations to member governance committees and councils.

This is an opportunity for a technically strong and service-minded leader to shape how PDRMA delivers property/casualty coverage, claims administration, risk management, and education and training services to its Member agencies. The successful candidate will help shape strategic priorities, guide key operational decisions and strengthen the value PDRMA provides to its membership.

Key Leadership Responsibilities

• Set direction for Property/Casualty Program operations, systems, controls, procedures and practices.
• Lead departments and staff within the Property/Casualty Program, establish operational objectives, develop staff and measure results.
• Manage all aspects of the underwriting function.
• Monitor claims trends, underwriting issues, coverage questions, legal and regulatory developments, and Member operational changes to recommend coverage-document and policy updates.
• Provide strategic direction and oversight for the property/casualty Claims and Risk Management Services Departments. Establish operational objectives and metrics, monitor performance and ensure the effective delivery of claims administration, risk management and loss prevention services to Member agencies.
• Guide the development and delivery of Member education and training programs that support risk management and loss prevention objectives, address Member needs and reinforce the value of Property/Casualty Program participation.
• Direct Member retention strategies by identifying service concerns, coordinating division resources and reinforcing the value of Program participation.
• Investigate new membership growth opportunities and develop membership proposals.
• Represent the Property/Casualty Program with Members, Member governance committees and councils, vendors, consultants and other stakeholders.

Required Qualifications

• Bachelor’s degree from an accredited 4-year university.
• 10 years of progressively more responsible experience demonstrating the expertise needed to manage property/casualty claims and risk management operations.
• 5 years of supervisory experience.
• Current knowledge of property, liability and workers’ compensation insurance coverage, underwriting, claims administration and litigation management.
• Current knowledge of property/casualty risk management principles and practices.
• Strong communication, analytical, presentation, influencing and relationship-management skills.
• Ability to travel locally, statewide and nationally for meetings, training and professional development.

Preferred Qualifications

• Master’s degree or higher.
• Knowledge of public entity risk pool operations.
• CPCU, AIC or ARM certification, or ability to achieve certification.
