Lead Financial Strategy for One of Utah's Premier Special Districts
The Park City Fire Service District (PCFSD) is seeking a collaborative and forward-thinking Chief Financial Officer (CFO) to join its leadership team.
This is a unique opportunity for an experienced public-sector finance professional to help guide the long-term financial health of a growing and nationally recognized fire district serving one of the most dynamic communities in the Mountain West.
The CFO serves as a strategic advisor to the Fire Chief and Administrative Control Board, providing leadership in financial planning, budgeting, capital financing, investments, risk management, compliance, and organizational decision-making.
The ideal candidate is both a strong technical finance professional and a trusted strategic partner who can translate complex financial information into actionable guidance for elected officials, executive leadership, and community stakeholders.

ESSENTIAL DUTIES, FUNCTIONS AND RESPONSIBILITIES

The Opportunity
As a member of the District's leadership team, the CFO will play a key role in:

  • Protecting the District's long-term financial sustainability.
  • Guiding annual and multi-year financial planning efforts.
  • Supporting capital improvement and facility expansion projects.
  • Providing financial analysis for strategic initiatives and organizational growth.
  • Ensuring transparency, accountability, and public trust in District finances.
  • Leading continuous improvement of financial systems, processes, and internal controls.
  • Supporting data-driven decision-making throughout the organization.
This position reports directly to the Fire Chief and works closely with the Administrative Control Board, department leaders, auditors, financial institutions, governmental agencies, and community stakeholders.

Key Responsibilities
Financial Leadership & Strategy
  • Lead the District's financial planning, forecasting, and budgeting processes.
  • Develop long-range financial strategies that support organizational priorities.
  • Provide financial recommendations to executive leadership and the Administrative Control Board.
  • Monitor financial performance and identify opportunities for improvement and efficiency.

Accounting & Financial Management
  • Oversee governmental accounting, financial reporting, and compliance functions.
  • Ensure adherence to GAAP, GASB standards, and applicable state and federal regulations.
  • Direct cash management, investments, purchasing, payroll oversight, accounts payable, accounts receivable, and fixed asset management.
  • Coordinate annual audits and ensure timely and accurate financial reporting.

Capital Planning & Project Finance
  • Support major capital projects, facility improvements, and equipment acquisitions.
  • Evaluate financing options and assist with debt management strategies when necessary.
  • Analyze the long-term financial impacts of capital investments.

Organizational Leadership
  • Partner with District leadership to align financial resources with operational priorities.
  • Foster a culture of accountability, transparency, innovation, and service.
  • Recommend and implement financial best practices and process improvements.

MINIMUM QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or a related field.
  • Five (5) years of progressively responsible experience in governmental finance, accounting, or public-sector financial management.
  • Knowledge of:
  • Governmental accounting principles
  • Financial reporting standards
  • GAAP
  • GASB requirements
  • Public-sector budgeting and financial administration
  • Strong analytical, communication, and leadership skills.
  • Ability to build effective relationships with elected officials, board members, employees, auditors, and community stakeholders.
  • Valid Utah Driver License.
  • Must be bondable.

Preferred Qualifications
  • Certified Public Accountant (CPA)
  • Certified Public Finance Officer (CPFO)
  • Certified Government Financial Manager (CGFM)
  • Experience in a special district, fire district, municipal government, or other public safety organization

Compensation & Benefits
Salary Range: $105,148 - $155,538
