Job Summary
We are seeking a Children’s Group Home Program Manager to oversee the operations, leadership, and program development of our new children’s group home in Bellingham, WA. This role ensures a safe, therapeutic, and enriching environment while maintaining compliance with Washington State Department of Social and Health Services (DSHS) and Developmental Disabilities Administration (DDA) licensing requirements.
This position combines program leadership with day-to-day management, focusing on high-quality service delivery, staff development, community collaboration, and compliance with the Washington Administrative Code (WAC).
Key Responsibilities
Program Leadership and Management
• Direct development, implementation, and evaluation of programs to improve outcomes for children and families.
• Oversee day-to-day operations of the home, ensuring a safe and therapeutic environment.
• Align program goals with organizational mission and state regulatory requirements.
Staff Supervision and Development
• Recruit, train, and supervise direct care staff.
• Ensure staff complete Washington State’s 75-hour Core Training within required timelines.
• Provide coaching, mentorship, and regular performance evaluations.
• Conduct staff meetings and encourage ongoing professional growth.
Quality Assurance and Compliance
• Monitor service delivery and implement quality improvement initiatives.
• Ensure adherence to WAC 388-145 and WAC 388-148 standards for children’s residential care.
• Prepare and maintain accurate documentation for audits, inspections, and reporting.
Stakeholder Collaboration
• Serve as primary contact for families, guardians, service coordinators, and medical professionals.
• Partner with community organizations and state agencies to coordinate integrated services.
• Represent the program in meetings with DSHS/DDA and other stakeholders.
Budget and Resource Management
• Manage the home’s budget and ensure cost-effective resource allocation.
• Monitor expenses and participate in fundraising or development activities as needed.
Crisis and On-Call Management
• Participate in an on-call rotation to provide management oversight, including emergency response.
• Ensure staff are trained in behavioral intervention and safety protocols (PBS, CPI, or Mandt).
Specific Responsibilities
- Develop and oversee Individualized Service Plans (ISPs) and behavioral support plans.
- Ensure staff receive the required certifications (CPR/First Aid, de-escalation training).
- Coordinate physical environment upkeep to promote healing and safety.
- Prepare outcome reports for funders, licensing bodies, and internal leadership.
- Advocate for children and represent the program in community forums.
- Develop strong professional relationships with families and other stakeholders
Qualifications
- Minimum of 3 years’ experience with children with intellectual/developmental disabilities, including 1 year in supervisory or administrative roles.
- High School Diploma or GED (Bachelor’s degree in human services, psychology, or related field preferred).
- Completion (or ability to complete within 90 days) of Washington’s 75-hour Residential Child Care Staff Core Training.
- Certification in Positive Behavior Support (PBS) or similar intervention training.
- Valid Washington State Driver’s License and auto insurance.
- Clear background check via BCCU and fingerprint clearance per WAC 388-113.
- Current CPR/First Aid certification and negative TB test.
