Position Summary:
Pantheon is seeking a highly motivated Senior Program/Financial Analyst to provide Planning, Programming, Budgeting, and Execution (PPBE) support to one of our Navy customers. The candidate will support budget formulation, program and budget analysis, resource planning, execution tracking, issue paper development, executive decision support, and coordination across Department of the Navy and Department of War stakeholders.
The successful candidate will serve as an Action Officer supporting high-visibility Navy acquisition programs by coordinating PPBE activities, monitoring financial execution, preparing executive briefing across Government organizations. This position requires a strong understanding of Navy PPBE processes, financial management systems, and the ability to operate independently in a fast-paced acquisition environment supporting senior Government leadership.
Key Responsibilities:
- Support PPBE activities by coordinating budget inputs, resource requirements, and execution planning across assigned programs.
- Develop Program Objective Memorandum (POM) documentation, budget exhibits, issue papers, reclama responses, and resource proposals supporting Department of the Navy resource planning.
- Assist with the development, reconciliation, and maintenance of PBIS budget data in alignment with program requirements and approved funding.
- Analyze program funding, budget requirements, and financial trends to support resource planning, funding decisions, and acquisition program execution.
- Coordinate resource planning activities, financial data calls, and stakeholder engagement across NAVSEA, OPNAV, ASN (RD&A), Department of the Navy, and the Department of War.
- Prepare financial reports, executive briefings, dashboards, issue papers, talking points, decision memoranda, and other decision-support products for Government leadership.
- Support senior leadership engagements, Program Reviews, Budget Reviews, Strategic Portfolio Reviews, and the executive forums.
- Track Congressional marks, appropriations, authorizations, and budget actions affecting assigned programs, and assess potential impacts to program execution.
- Serve as an Action Officer for senior-level financial management initiatives, coordinating actions across Government organizations and facilitating timely resolution of resource management issues.
- Monitoring financial execution within N-ERP, including commitments, obligations, expenditures, Receipt & Acceptance coordinate with Business Financial Managers (BFMs), contracting personnel, and technical stakeholders to identify risks, resolve execution issues, and improve financial performance.
Qualifications:
- Bachelor's degree in Accounting, Finance, Business Administration, or related field, or relevant experience.
- 10 years supporting DoW PPBE, budget formulation, or Navy resource management.
- Experience supporting POM development, BES, President's Budget, and Congressional Justification materials.
- Demonstrated experience coordinating with Pentagon stakeholders, including OPNAV, ASN (RD&A) and OSW.
- Excellent written and verbal communication skills suitable for senior executive audiences.
- DAWIA Financial Management or equivalent experience preferred.
- Ability to obtain and maintain a SECRET clearance
