You will serve as the senior technical team member on the Project Performance development team. Primary duties include architecture of complex technical solutions to enable innovation and collaboration with external entities across the Department of Energy (DOE) including National Labs, Production Agencies and PM30, along with internal stakeholders. Architects and oversees solutions and software life-cycle for our suite of Earned Value Management applications. The position requires a high level of leadership through technical expertise and support for the software quality assurance and software engineering life cycle of enterprise level solutions. You will work with industry experts to recommend, architect, and implement best in class solutions for project analysis capabilities that fully integrate while providing a strategic data strategy to support project performance and Earned Value Management. You will fulfill program level responsibilities including interfacing and representing Pantex to the DOE; creating and presenting status on deliverables; assessing licensing needs and contract negotiations in collaboration with the DOE and DOE sites; analyze and forecast budget needs and resources; evaluate long term strategic goals that align with our Project Performance EVM objectives.
Other Responsibilities may include supporting the full software development life-cycle including managing upgrades, system administration, technical support, and develop automated systems and data integrations for the following Commercial of the Shelf Software (COTS) packages: Acumen Fuse/Risk, WebEVM, Empower, Primavera P6, as well as SAP and custom web applications. You will transform Access/Oracle applications and SQL scripts used by team members into an enterprise EVMS web-based system in an effort to optimize solutions for data integrations and lower the barrier for entry for other team members. Other transformation efforts include standardizing end-user facing applications that differ by project. Other duties include data integration, optimization, business process analysis, and system support. You will utilize critical thinking to help maintain production operations, system troubleshooting and problem analysis. You will collaborate with a team of highly skilled professions who embrace innovation and creativity. You will be working closely with project shareholders to scope, estimate, and provide overall technical guidance to develop and implement high quality software solutions.
Core Responsibilities include:
- Lead projects and work closely with functional and business team members, project management, enterprise architects, system engineers, and application developers to support, design and develop EVMS applications based on approved architecture and business requirements.
- Lead analysis of alternatives evaluating full EVM tool set against industry standards and make recommendations on the feasibility and benefits of alternatives.
- Lead analysis and design of a data centric strategy to enable optimization of EVMS Systems processes, Compliance quality tests, project review and analysis for stakeholders through dashboards and alerts on trends.
- Coordinate project efforts with vendors, contractors and University Partnerships to enable the review, analysis and optimization of all EVMS Systems and data strategies.
- Represent technical and business interests to DOE sites, PM30 leadership and internal leadership to enable advancement technological solutions across the enterprise for tracking, reporting and measuring EVM.
- Design and implement innovative solutions to resolve complex IT and business problems while remaining compliant with our DOE and NNSA EVMS requirements. Automate and centralize data integration points between EVMS systems.
- Lead technical projects through effective communication with peers, customers and management.
- Establish program and project-level milestones for the strategic multi-year roadmap, and provide status and deliver executive level briefings.
- Ensure solutions are well-engineered, optimized, operable, and maintainable while also ensuring adherence to defined project management policies, change management guidelines, cyber security requirements and software quality assurance processes.
- Interface with IT project management, DOE and NNSA EVMS Systems/Tool experts, EFCOG members from other DOE sites to deliver solutions on schedule and within budget.
- Create and execute plans for the development of custom applications or the roll out COTS applications upgrades.
Minimum Job Requirements
- Bachelor's degree: Minimum 12 years of relevant experience.
- Master's degree: Minimum 10 years of experience.
- PhD: Minimum 6 years of experience.
- Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 20 or more years of relevant experience.
