What You'll Do

The Supply Chain Business Management (SCBM) Procurement Compliance Analyst (PCA) plays a key role in ensuring PanTeXas Deterrence, LLC (PXD) maintains compliance with applicable contractual, statutory, regulatory, policy, and procurement requirements. This position contributes to procurement compliance efforts and assists in problem-solving and influencing organizational objectives. The PCA will support risk identification and mitigation, contribute to continuous improvement initiatives, and provide guidance to stakeholders, ensuring the integrity and effectiveness of PXD's purchasing system.

Key Responsibilities

  • Assist in maintaining and monitoring SCBM's internal processes and procedures, supporting reviews of the Management and Operating (M&O) purchasing system for adherence to all relevant requirements, including Department of Energy / National Nuclear Security Administration (DOE/NNSA) contract stipulations and government regulations. This involves applying judgment and professional competency under guidance.
  • Manage eStore activities, including troubleshooting missing orders and resolving related issues. Evaluate items for purchase allowability on government contracts, ensuring adherence to regulations. Add items to existing Basic Ordering Agreements (BOAs) and perform agreement administration activities to prevent exceeding the period of performance. Maintain communication and relationships with eStore providers and company users. Manage the eStore_Help email inbox, responding to inquiries and resolving issues.
  • Support the review and evaluation of supplier proposals, cost, and pricing data to ensure fair and reasonable determinations. This includes assisting in analyzing factors provided by suppliers, such as labor, materials, equipment, and other elements, against internal requirements, best practices, and applicable government regulations (e.g., Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS).
  • Assist in analyzing business problems impacting the organization and contribute to the development of solutions. This may involve researching possible options and supporting initiatives to implement solutions.
  • Participate in and support projects related to procurement compliance across organizational units. Assist in managing project tasks to ensure objectives are met and outcomes align with business goals.
  • Support in-depth audits and analyses of activities and functions to assess program health and identify areas for improvement. Contribute to the development and implementation of enhancements to policies, procedures, and guidelines.
  • Foster effective working relationships and collaborate with internal and external stakeholders, including Procurement Operations, Ethics, Internal Audit, Quality, Performance Assurance, and senior management to achieve shared objectives.
  • Assist in creating and maintaining reports on procurement compliance performance metrics for management.
  • Facilitate and support plant safety initiatives, ensuring the integration of Integrated Safety Management (ISM) principles in all procurement compliance activities.
  • Functions with some autonomy on narrowly defined tasks, projects, or issues, guided by objectives and organizational policies, with latitude in determining approaches to work assignments within specified boundaries. Work is supervised for overall accuracy and quality of results.

Minimum Job Requirements

  • Bachelor's degree: Minimum 2 years of relevant experience.
  • Master's degree: Minimum 1 year of relevant experience.
  • OR Applicants without a bachelor's degree may be considered based on a combination of at least 8 years of completed education and/or relevant experience.

  • Bachelor's degree in Business, Government Policy, Supply Chain Management, or a related field is required.
  • Minimum of 2 years of relevant experience in procurement, supply chain, or compliance roles, with a proven track record of supporting projects and initiatives.
  • Foundational knowledge of procurement principles, theories, professional competencies, work methods, and government regulations (including FAR/DFARS) applicable to DOE/NNSA contracts.
  • Strong analytical, mathematical, and problem-solving skills with the ability to assist in cost and price analysis and solution development.
  • Ability to communicate effectively with stakeholders.
  • Demonstrated ability to support leadership and project management activities.
  • Familiarity with supply chain management software and data analysis tools.
  • Negotiation and contract management abilities.
  • Ability to exercise independent judgment and discretion within defined parameters.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709. Medical requirements may apply.
