Summary/objective
The Executive Director is responsible for the overall successful operation of Palouse River Counseling, adhering to the guidelines set forth by Board policy, budgetary constraints, licensing standards, and State and Federal guidelines. They are responsible for the overall supervision of all departments of Palouse River Counseling, holding all members to the standards of administrative code, professional norms, and PRC policies and procedures. The Executive Director will represent and advocate for Palouse River Counseling to outside agencies and the Public.
Essential Functions

- Supervise all departments to ensure effective and efficient operations within the various programs (25%)
- Supervise the Mental Health and Substance Use Disorder Clinical Directors and all other leadership staff members
- Oversee the strategic planning initiatives of PRC
- Resolve departmental conflicts
- Ensure that all departmental services are provided according to relevant contract specifications, WA State licensing requirements, professional norms, and Agency policies (20%)
- Review the QR/QI system of PRC to ensure they meet WA State licensing requirements and Agency standards
- Ensure compliance with relevant policies and procedures
- Periodically monitor the departments’ progress towards meeting all contracted service levels and commitments
- Responsible for short-term and long-term fiscal planning and stability and budget adherence (25%)
- Monitor ongoing fiscal integrity and stability of PRC
- Verify that all departments meet all Federal, Regional, Agency, and other fiscal/auditing requirements
- Submit an annual budget to the PRC Board of Directors for approval
- Represent and advocate for Behavioral Health programs to State/Regional/County bodies and monitor (10%)
- Evaluate the effective and efficient provision of MH/SUD services to all county and regional residents
- Evaluate the impact of changes proposed by the State of WA and advocate for Whitman County interests
- Responsible for evaluating current and developing improved short-term and long-term service delivery systems in all program areas (10%)
- Monitor progress in meeting all short-term and long-term service goals and adjust when necessary
- Develop management systems to ensure that services are provided effectively and efficiently
- Evaluate alternative service system designs to allow agency to provide services in response to managed care changes
- Manage or oversee the management of and/or development of a variety of subcontracts with outside providers (10%)
- Coordinate with other community agencies to better meet future demands
- Develop contracts with other Behavioral Health agencies or other healthcare providers to meet the need for services in Whitman County
- Develop community alternatives to hospitalization to better meet behavioral health needs in a managed care environment
- Conduct self ethically and professionally at all times
- Maintain client and staff confidentiality at all times

Required education and experience
- Bachelor’s level degree in a relevant field
- At least 3 years of management or program development experience
- Minimum ten years freedom from misuse of alcohol or drugs
Preferred education and experience
- Management or supervisory experience in a behavioral health, or similar setting
- Experience with State and Federal confidentiality regulations
- Experience working with contracts, adhering to various State and Federal guidelines
