Job Title: Senior Director Supply Chain

Location: Tampa, FL (on-site mandatory)

Department: Contracts & Supply Chain

Position Overview

The Senior Director of Supply Chain is responsible for leading all procurement and subcontract management activities in a primarily government‑contracting environment, although some commercial procurements will be overseen by this role. This role oversees the full lifecycle of supplier sourcing, negotiation, award, administration, and change management, ensuring strict compliance with FAR, DFARS, and company policies and procedures. The Senior Director drives execution excellence, cost discipline, subcontractor accountability, and risk management across all programs. This role requires deep experience in federal contracting, strong business acumen, and the ability to influence at all levels of the organization.

Key Responsibilities

Strategic Leadership & Compliance

  • Develop and implement a procurement strategy aligned with U.S. Government and Department of War contracting requirements, program objectives, and corporate goals.
  • Ensure full compliance with FAR, DFARS, Supplemental Regulations, and internal policies and procedures across all procurement and subcontract actions.
  • Where gaps exist, develop policies, procedures, templates and a governance system to maintain strict compliance with all applicable laws and regulations, and ensure such infrastructure results in optimal performance, agility, integrity and risk management.
  • Serve as the organizational subject‑matter expert for government procurement regulations, flowdowns, compliance obligations, and CPSR‑readiness


Subcontract Management & Change Control

  • Lead the end‑to‑end management of complex subcontractors, including solicitation, source selection, competitive analysis, negotiation, award, administration, change and disputes management and closeout.
  • Drive a robust subcontract change‑management process, ensuring timely evaluation, negotiation, documentation, and incorporation of all subcontractor‑initiated or program‑driven changes.
  • Partner with Programs, Engineering, Finance, and Contracts to evaluate cost, schedule, and technical impacts of subcontractor change requests.
  • Ensure subcontract modifications and change documentation meet regulatory, contractual, and audit requirements.
  • Generate tailored terms & conditions and flow-downs for complex subcontracts, as needed, to optimize business outcomes, with support from General Counsel.


Procurement & Sourcing Execution

  • Oversee procurement of major systems, services, and specialized equipment and components aligned with federal contracting standards.
  • Develop sourcing strategies to ensure competitive pricing, compliance with small business requirements, and alignment with program needs.
  • Lead negotiations for cost, terms and conditions, and flowdown management, ensuring protection of company interests and compliance obligations.
  • Lead indirect procurement team and develop sourcing strategies to minimize overhead cost and maximize value to internal stakeholders. Internal stakeholders are primarily represented by the executive leadership team.


Supplier Performance & Oversight

  • Establish supplier performance expectations and metrics tied to quality, schedule, risk, and compliance.
  • Conduct regular supplier reviews, corrective actions, and performance improvement initiatives.
  • Lead steering meetings with strategic partners at a regular cadence to strengthen relationships and performance.
  • Identify and mitigate supplier risks, including financial, delivery, compliance, and quality concerns.


Cross‑Functional Collaboration & Program Support

  • Serve as a strategic partner to Program Management and Proposal Management in pricing, proposal development, subcontract strategy, and execution oversight.
  • Collaborate with Contracts and Legal teams to resolve disputes, negotiate high‑risk terms, and develop compliant solutions to complex subcontract issues.
  • Communicate supply chain risks, opportunities, and recommendations to executive leadership.


Team Leadership & Development

  • Lead, mentor and grow a team of procurement and subcontract professionals, fostering technical expertise in federal procurement, negotiation, and compliance.
  • Build an accountable, high‑performance culture focused on proactive management, regulatory compliance, and operational excellence.
  • Ensure team readiness to support evolving regulatory requirements and growing program needs.


Qualifications

  • Bachelor’s degree in Supply Chain, Business, Government Contracting, Finance, or related field (Master’s preferred).
  • 10–15 years of progressive supply chain, procurement or government contracts experience within a highly regulated industry.
  • Deep knowledge of FAR, DFARS, cost/price analysis, contract types (FFP, CPFF, T&M, IDIQ), and subcontract management best practices.
  • Demonstrated expertise in subcontract change management and negotiation of complex modifications.
  • Ability to lead CPSR compliance for the business area.
  • Exceptional communication, negotiation, and leadership skills.
  • Proven ability to work cross‑functionally and manage multiple priorities in a fast‑paced environment.
