Role Overview
We are seeking a highly mature and strategic Talent Acquisition Manager to be permanently based at our Silicon Valley headquarters. This role is not just about filling seats; it is about acting as a brand ambassador within the local tech community. You will be responsible for driving full-cycle recruitment for our core technical and business teams, proactively building networks within Silicon Valley’s AI/Tech circles, and navigating complex hiring challenges in a fast-paced global environment.
Key Responsibilities
1. Strategic Talent Acquisition (US & Global)
Develop and execute hiring strategies specifically tailored for the Silicon Valley and wider US tech market, while coordinating with global teams.
Lead full-cycle recruitment for mid-to-senior level positions, with a heavy focus on technical roles (AI Infrastructure, GPU, Cloud Computing) and critical business functions.
Partner with hiring managers to understand complex technical requirements and team dynamics to ensure high-quality candidate matches.
2. Ecosystem Networking & Employer Branding
Actively immerse in the Silicon Valley tech ecosystem: Attend industry meetups, hackathons, and conferences to build a strong pipeline of passive candidates.
Cultivate and maintain a high-quality talent pool by networking with top-tier engineers and industry experts.
Collaborate with marketing to enhance PBD’s employer brand in the North American market.
3. US Employment Compliance & Operations
Serve as the subject matter expert on US and California labor laws, ensuring all hiring practices are compliant (FLSA, EEOC, etc.).
Manage localized offer negotiations, onboarding processes, and benefits communication for US-based hires.
Bridge cultural gaps between the US headquarters and overseas offices (Beijing/Singapore/Tokyo) to ensure smooth cross-border collaboration.
4. Complex Stakeholder Management
Demonstrate high professional maturity when dealing with senior executives and complex organizational structures.
Solve intricate personnel and hiring challenges with discretion and strategic thinking.
Qualifications
1. Experience & Education
Bachelor’s degree or above.
5 years of Talent Acquisition experience within the Technology sector is required.
Experience working in a high-growth startup or a global tech company is highly preferred.
2. Location & Networking
Must be permanently based in the Silicon Valley/Bay Area.
Demonstrated history of active networking within local tech communities; established connections with engineering talent in the Bay Area are a significant plus.
3. Skills & Competencies
Industry Knowledge: Familiarity with the AI, Compute Power, GPU, or Cloud Infrastructure industries is strongly preferred.
Communication: Native-level or completely fluent English is mandatory. Ability to communicate complex ideas clearly to Western audiences and negotiate effectively.
Maturity: High emotional intelligence (EQ) and professional maturity. Proven ability to handle pressure, ambiguity, and complex interpersonal situations.
Legal Knowledge: Solid understanding of US federal and state (CA) employment laws and regulations.
