Position Overview
PACO Group (PACO) seeks a highly qualified Resident Engineer (RE) to provide leadership, coordination, and oversight on behalf of the Metropolitan Transportation Authority Construction & Development (MTA C&D) for the Queens Midtown Tunnel Restoration and Façade Repair Projects.  Serving as the central hub of project delivery, the Resident Engineer manages and integrates all field, administrative, and commercial activities — spanning inspection, quality control, project controls, document management, scheduling, risk mitigation, design coordination, and client/contractor interface.  The RE ensures construction is executed safely, efficiently, on schedule, within budget, and in accordance with all applicable MTA standards, contract requirements, and codes. This position reports to an MTA C&D Project Manager or Construction Manager, but functions with a high degree of autonomy — effectively acting as the on-site project manager responsible for total coordination between the agency, the Design-Builder (serving as both contractor and Designer/Engineer of Record), and consultant staff.
 

Key Responsibilities and Duties


Construction Oversight & Field Management
•    Serve as MTA C&D’s lead on-site representative, managing all consultant inspection, technical, and administrative personnel.
•    Oversee the Chief Civil Inspector, Civil Inspectors, and all other discipline inspectors (structural, electrical, mechanical, environmental, and safety).
•    Provide unified direction across both field and office functions, ensuring consistency between inspection, document control, scheduling, and reporting.
•    Supervise and coordinate all construction activities, verifying compliance with approved drawings, specifications, design amplifications, codes, and safety standards.
•    Review and approve contractor baseline and update schedules, manpower curves, and cost breakdowns; identify risks and recommend mitigation measures.
•    Ensure hold-point and witness inspections are conducted before key construction activities proceed (e.g., masonry, concrete, waterproofing, structural repairs).
•    Verify that approved shop drawings, 100% design packages, and active permits are available in the field prior to commencement of any work.
•    Confirm that amplifying drawings and design revisions issued by the Design-Builder’s Engineer of Record are fully incorporated into current field sets.
•    Lead coordination with the Design-Builder and MTA C&D to review and resolve RFIs, design clarifications, and field conditions.
•    Monitor and approve daily inspection reports, photographs, test results, and as-built markups for contract compliance.
•    Oversee implementation of change orders, ensuring that design, cost, and schedule impacts are clearly documented and authorized.
•    Conduct regular coordination and progress meetings with MTA C&D, the Design-Builder, and external stakeholders to ensure alignment and proactive issue resolution.
 

Project Administration, Controls & Communication
•    Manage and integrate project controls, document control, and cost/schedule tracking functions to support effective project management.
•    Oversee and review RFIs, submittals, design amplifications, and change-order requests; facilitate and document technical and commercial discussions.
•    Ensure that drawing revisions and design amplifications issued post-permit are accurately captured, tracked, and implemented in the field.
•    Liaise continuously with MTA C&D’s Project Manager, Contracts Department, and Design Oversight Team to address technical, financial, and schedule matters.
•    Coordinate with ProjectWise and Unifier systems for documentation, reporting, and version control.
•    Prepare detailed daily, weekly, and monthly progress reports summarizing construction progress, design updates, safety compliance, and key issues.
•    Represent MTA C&D in community, safety, and stakeholder meetings and ensure transparent, professional communication across all parties.
•    Function as the central coordination point — the “hub” linking field execution, design oversight, contract administration, and project controls.
 

Design Integration & Change Coordination
•    Collaborate with the Design-Builder (DOR/EOR) to track, review, and verify RFIs, amplifying drawings, and design clarifications issued after permit approval.
•    Confirm that all design revisions and associated change orders are implemented and that permits are updated as needed.
•    Coordinate and facilitate the change-order process, ensuring that scope adjustments are properly reviewed, justified, and approved in compliance with MTA standards.
•    Communicate constructability and sequencing concerns to MTA C&D and the Design-Builder to proactively mitigate field issues.
 

Quality Assurance & Compliance
•    Implement and enforce the Contractor’s Quality Assurance Plan and the Consultant’s internal Quality Management System.
•    Conduct periodic independent audits to verify compliance with specifications, approved materials, and test results.
•    Review and approve all testing certifications, materials documentation, and shop drawings for conformance.
•    Oversee non-conformance tracking, ensure corrective measures are implemented, and maintain a consolidated quality tracking log.
•    Ensure that amplifying drawings, test results, and as-built records are accurately reflected in MTA’s ProjectWise and Unifier systems.
 

Safety & Environmental Oversight
•    Enforce strict adherence to OSHA 29 CFR 1926, the MTA C&D Health and Safety Plan (HASP), and all site-specific safety programs.
•    Maintain and verify compliance with OSHA 30-Hour Safety Training and MTA Track Safety Training requirements.
•    Conduct routine site walkthroughs to verify safe work practices, equipment, and protection systems are in place.
•    Ensure Design-Builder safety personnel meet contractual qualifications and that safe work plans are executed.
•    Support environmental compliance related to dust, noise, vibration, waste, and hazardous material management.
 

Construction Closeout & Commissioning
•    Lead and coordinate pre-final and final inspections with MTA C&D and the Design-Builder.
•    Oversee completion of all punch-list items, testing, commissioning, and warranty documentation.
•    Verify submission of as-built drawings, test reports, manuals, and turnover packages to MTA Operations & Maintenance.
 

Required Qualifications
•    Bachelor's degree in Civil/Structural Engineering, or a related field.  Licensed Professional Engineer (PE) in the State of New York.
•    Minimum 10 years of civil/structural construction management experience.
•    Direct experience on MTA C&D, MTA Bridges & Tunnels, or comparable agency projects (e.g., Port Authority, NJ Transit, NYSDOT).
•    OSHA 30-Hour Safety Training (required prior to mobilization).
•    MTA Track Safety Training Certification (or ability to obtain prior to assignment).
•    Demonstrated experience leading Design-Build or Design-Bid-Build infrastructure projects.
•    Proven record managing hold-point inspections, design amplifications, and change-order administration.
•    Exceptional leadership and communication skills; ability to integrate multidisciplinary teams and manage both field and administrative operations.
•    Proficiency in Microsoft Office Suite, SharePoint, ProjectWise, and Unifier.
 

Preferred Qualifications
•    Prior experience as Resident Engineer or Deputy Resident Engineer on MTA, Port Authority, or similar transit/infrastructure programs.
•    Advanced certification in Construction Management (CCM) or Project Management (PMP).
•    Experience with masonry restoration, façade repair, and structural rehabilitation in active transit environments.
•    Working knowledge of agency change-order and claims procedures.
 

Work Environment and Schedule
• Full-time, on-site role based at the Queens Midtown Tunnel Restoration and Façade Repair project.
• Day and night shifts required based on construction schedules.
• Travel within the New York metropolitan area may be required for meetings, inspections, or site visits.
 

Compensation
• The good-faith salary range for this position is $60 – $75 per hour, depending on experience, qualifications, and client requirements.
• Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
