Position Summary
The Project Controls Specialist will provide project controls, scheduling, cost control, performance reporting, and project management support services for the Port Authority’s Project Management Office and related line departments. The role will support active capital programs and projects by maintaining schedules, analyzing cost and schedule performance, preparing reports and presentations, and helping improve project delivery processes.
The ideal candidate will have hands-on experience with project controls, Primavera P6, schedule management, cost and schedule variance analysis, and project performance reporting. This position requires strong analytical, communication, and coordination skills, along with the ability to work independently and collaboratively across multiple projects and stakeholders. 
 

Key Responsibilities
 

Project Controls and PMO Support
•    Perform project controls functions, including scheduling, cost control, reporting, and other project management support services. 
•    Support PMO project delivery improvement initiatives. 
•    Provide project control support to PMO staff and Authority line departments. 
•    Analyze data from integrated project control and reporting systems. 
•    Recommend and implement improvements to existing procedures and reporting systems used to oversee project and program budgets and schedules. 
•    Prepare project control reports, dashboards, presentations, and related materials. 
•    Provide training support for new staff, as needed. 
 

Schedule Management
•    Maintain project schedules and project information in Oracle Primavera P6. 
•    Update schedules monthly using Oracle Primavera Version 21 or above. 
•    Develop project schedules in coordination with stakeholders and project managers. 
•    Review project scope, schedule, and cost status with project managers. 
•    Enter and maintain accurate project codes and activity codes in Primavera. 
•    Prepare milestone look-ahead reports and conduct schedule analysis. 
•    Support schedule logic development, as required. 
•    Participate in workload meetings with supporting departments and follow up with schedule updates in coordination with project managers. 
 

Program and Project Analysis
•    Perform cost and schedule variance analysis. 
•    Identify project delivery risks, concerns, delays, and performance issues. 
•    Analyze project and program start dates, completion dates, durations, and milestone variances. 
•    Synthesize key project information for project managers and leadership. 
•    Monitor project progress and provide timely performance reports, including budget overrun, underrun, schedule delay, and acceleration metrics. 
•    Develop monthly status reports covering forecast variance, project milestones, look-ahead items, charge codes, settlements, advertisements, bids, board dates, and awards. 
•    Support development and maintenance of the Authority’s Capital Delivery Dashboard. 
 

Required Qualifications
•    Bachelor of Science degree in engineering, accounting, economics, business administration, or a related discipline; or Project Management Professional certification with a technical degree. 
•    1–3 years of progressively responsible experience in project controls. 
•    Minimum 2 years of experience using Primavera P6. 
•    Proficiency with Microsoft Office products. 
•    Experience with Oracle Primavera project management software. 
•    Ability to learn and use Port Authority software and reporting systems. 
•    Ability to obtain a SWAC I.D. and associated security clearances immediately upon hiring. 
 

Required Skills and Knowledge
•    Strong understanding of project control concepts, processes, and procedures. 
•    Knowledge of project cost control, schedule control, project performance reporting, work breakdown structures, and variance reporting. 
•    Familiarity with project planning, resource management, cost monitoring, schedule monitoring, and contractor performance tracking. 
•    Ability to manage multiple projects simultaneously with limited resources. 
•    Strong analytical, problem-solving, decision-making, and negotiation skills. 
•    Knowledge of capital planning, cost-benefit analysis, project evaluation, and risk management protocols. 
•    Excellent written, verbal, interpersonal, and group communication skills. 
•    Ability to work effectively in teams and independently complete assigned tasks. 
•    Strong customer service orientation and professional judgment. 
 

Preferred Skills
•    The successful candidate will be detail-oriented, organized. 
•    Comfortable working in a fast-paced project delivery environment. 
•    Able to translate project data into clear reports, identify schedule and budget variances, communicate issues to project managers, and support continuous improvement of project controls processes. 
•    Experience supporting public agency, infrastructure, transportation, construction, or capital program environments is preferred.
 

Schedule: Full-time Hybrid
Location:  World Trade Center (NY) with potential worl at vatios PANYNJ locations
 

Compensation
• The good-faith salary range for this position is $60-$75/hr based on experience, qualifications, technical expertise, client requirements, and company policy.
