The Vice President of IT Platforms and Enablement leads the execution of PacificSource's IT Operating Model of Run, Enable, and Deliver. This role focuses on guiding the IT organization through a transition from a functional structure to a product delivery approach, shifting from solution building to solution integration. Responsibilities include delivering platforms intended to facilitate business outcomes and decrease reliance on the IT team in order to achieve value and results efficiently. The position connects infrastructure, security, enterprise architecture, data engineering, DevOps, and product delivery teams to establish a coordinated, product-aligned environment that supports simplification, scalability, reliability, reusability, rapid value delivery, and operational efficiency. The VP oversees foundational platforms like the enterprise data platform, Health Risk Analytics, and CRM/Contact Center, and provides internal consulting to support enablement strategy. The role empowers business units with self-service solutions in Analytics, Automation, Low-Code/No-Code, and Artificial Intelligence (AI). The role promotes a platform-as-a-product approach, encouraging automation and self-service to drive business value. This leader works with IT and business executives to align platform strategy with enterprise objectives and member outcomes. Essential Responsibilities: Lead the strategy, roadmap, and operations for enterprise IT platforms, Analytics, integration frameworks, developer platforms, and data pipelines. Deliver and operate platforms that support agile, product-aligned IT delivery teams with capabilities such as CI/CD, containerization, observability, and platform APIs. Partner with the Chief Information Security Officer to ensure platforms are compliant, secure by design, and resilient. Drive adoption of platform engineering principles, including self-service tooling, automation, reusable services, and service-level objectives. Serve as the executive sponsor for enterprise technology enablement programs, such as migration to cloud-native platforms, modernization of legacy systems, and enterprise data fabric. Align platform investments with the business strategy, collaborating with IT business partners, enterprise architecture, and Enterprise PMO to drive value and avoid redundancy. Establish and monitor KPIs and success metrics for platform performance, stability, adoption, and cost-effectiveness. Create a strong talent bench by mentoring directors and senior managers and attracting and retaining technical leaders. Lead technology vendor relationships for platform services, negotiate contracts, and ensure performance meets expectations. Supporting Responsibilities: Meet department and company performance and attendance expectations. Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information. Lay the foundation for the future IT PMO by piloting project management standards, tools, and practices. Provide oversight and coordination for key enterprise initiatives and transformation efforts. Incubate and lead cross-functional initiatives such as AI governance, digital innovation, and enterprise knowledge management. Support organizational change management efforts related to IT transformation and capability building. Contribute to the overall strategic planning process for IT, supporting long-range plans and annual objectives aligned to PacificSource's mission and growth. Collaborate with business and clinical leaders to identify opportunities to improve care, member experience, and operational effectiveness through platform-driven solutions. Act as a thought leader for platform engineering, enablement, and digital innovation across the organization. Support enterprise risk management and compliance efforts as they relate to infrastructure and platform security. Represent PacificSource externally at industry forums, technology councils, and strategic partner engagements. Perform other duties as assigned. Work Experience: At least 15 years in Information Technology, including 10 years in leadership. Experience managing Data & Analytics, cloud platforms, AI, software engineering enablement, or enterprise architecture. Proven ability to deliver secure, scalable platforms in regulated environments (healthcare preferred), and lead major transformations like cloud adoption, DevSecOps, and API-first architectures. Strong executive presence, adept at engaging stakeholders across technical and business roles. Education, Certificates, Licenses: Bachelor’s degree in computer science, information technology, business administration, or a related field required. Master’s degree preferred. Relevant certifications (e.g., CISSP, CISM,MPH, PMP) are a plus. Knowledge: Strategic systems thinker with strong analytical and problem-solving skills. Excellent leadership, communication, and interpersonal skills. Ability to manage complex projects and drive organizational change. Strong understanding of regulatory requirements and industry best practices. Ability to effectively represent the organization in external forums and build strong industry relationships. Ability to thrive in ambiguous, transformative and evolving environments.
