Department Overview
Position Summary
Oversees teams responsible for the case management of numerous
regulatory proceedings for an assigned client group. Types of
regulatory and legislative activities may include Applications,
Complaints, Investigations, Rulemakings, Advice Letters and associated
audits. Serves as a subject matter expert on complex policy and
financial issues that are the subject or result of the assigned
proceedings. Leads negotiations with intervening parties on assigned
cases or provides expert witness testimony on issues of policy, high
complexity, and/or significant financial impact.
Job Responsibilities
Evaluates and develops recommendations on cost recovery, ratemaking, tariffs, and other issues related to cases and proceedings for assigned client group.
Prepares and if appropriate, delivers strategic briefing materials and/or communications for senior management, client organizations, and regulators.
Provides high-level analytical support for regulatory, policy and business initiatives related to the regulatory proceedings assigned.
Works with staff on the initial case assessment and developments to ensure Company objectives are met. Provides broad policy direction to Case Manager and Case Team. Participates in assessment for potential settlement of a regulatory case, including strategy and internal communications to seek appropriate levels of internal approvals. Ensures Case Managers have complied with assigned decisions and financial reporting requirements.
Evaluates and understands significant financial, strategic or policy impact of key regulatory proposals, pleadings, and decisions. Prepares and delivers summaries and recommendations to Director.
Keeps abreast of trends, issues and developments in the utility industry as a whole.
Maintains knowledge of key governmental, regulatory, and political issues. Provide subject matter expertise. Testifies in support of Line of Business proposals as necessary.
Manages budget consistent with Director’s guidance.
Manages staff to accomplish results through recruitment and selection, training and development, performance management, and rewards and recognition.
May be more directly involved with reviewing and consulting on the most complex or high impact cases. Considers the impact of case developments on PG&E as a whole, provides insight into implications and makes recommendations of possible courses of action relating to case comments and/or proposed decisions. Recommends changes in case strategy resulting from anticipated or unanticipated decisions, developments, comments.
Oversees the management of all regulatory cases and proceedings for assigned internal clients. Ensures department is properly staffed and the optimum resources are assigned to each case/proceeding.
Partners with line of business client groups and external stakeholders, meeting with leaders of various levels to develop case and regulatory strategy and drive the regulatory procedural process to a Company supported decision.
Qualifications
Minimum:
Bachelors Degree in Economics or job-related discipline or equivalent experience
Job-related experience, 7 years
Experience in regulatory environment
Desired:
Masters Degree in job-related discipline or equivalent experience
