Position Summary

We are seeking a strategic, results-driven Principal Program Manager to lead the design, development, and execution of an enterprise-wide IT Contingent Workforce Program. This role will serve as the architect of IT’s external labor strategy, driving operational excellence, supplier performance, and talent optimization in collaboration with IT leadership, Sourcing, Human Resources, and a Managed Service Provider (MSP).

The successful candidate will manage contingent labor operations across the IT organization, lead supplier selection and segmentation, oversee MSP performance, and implement data-driven strategies to streamline talent acquisition, enhance service delivery, and reduce cost. This is a high-impact opportunity to lead transformational change at scale within a leading utility with ambitious multi-year capital investment plans.

PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Pay range: $140,000.00 - $207,900.00

This position is hybrid, working from your remote office and 2-3 days per week at our Oakland Headquarters based on business need. Our San Ramon office could also be an option. The assigned work location will be within the PG&E Service Territory.

Job Responsibilities

Strategic Program Leadership

  • Design and implement a comprehensive IT Contingent Workforce Strategy aligned with executive goals and business needs.
  • Serve as a trusted advisor to IT and business stakeholders, translating contingent workforce needs into actionable and scalable programs.
  • Develop a supplier segmentation model that builds domain expertise and specialization across the staffing ecosystem.
  • Create a center of excellence model to ensure suppliers provide consistent, high-quality talent in key skill areas.
  • Drive cost optimization strategies to reduce staffing supplier margins and enhance value for spend.
  • Implement rate card governance and market benchmarking to ensure pricing competitiveness across labor categories.

MSP Oversight & Performance Management

  • Lead and manage the Managed Service Provider (MSP) as an integrated extension of the internal team.
  • Define and enforce Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) for MSP and supplier performance.
  • Conduct regular performance reviews, resolve issues, and drive continuous improvement across the contingent labor lifecycle.
  • Ensure financial discipline in alignment with procurement and finance, including compliance with negotiated rate structures and program budgets.
  • Partner with the MSP to establish and maintain benefit standards that mitigate co-employment risk across the contingent workforce program.
  • Ensure the MSP develops, audits and enforces consistent benefits and engagement standard with preferred suppliers to maintain compliance.
  • Work closely with Legal, HR, and the MSP to ensure that supplier practices align with labor classification guidelines and company policies.

Vendor & Supplier Management

  • Lead the staffing supplier selection, onboarding, and rationalization processes in partnership with Sourcing and HR.
  • Establish areas of expertise and responsibility for each supplier to avoid overlap and increase strategic value.
  • Implement a tiered supplier model with performance-based categorization to ensure alignment with business demand.
  • Identify opportunities for supplier consolidation and cost savings through economies of scale.
  • Manage supplier scorecards, audit reports, and monthly performance dashboards.

Operational & Stakeholder Engagement

  • Lead daily operations including daily huddles, weekly reviews, and monthly executive presentations to ensure visibility and alignment.
  • Collaborate with internal customers and IT leaders to document resource demand planning and translate it into actionable requisitions through the MSP.
  • Reduce time-to-fill and improve onboarding efficiency through streamlined workflows and automation.
  • Build and maintain dashboards to track spend, time-to-fill, cost savings, supplier utilization, and other key program metrics.
  • Serve as a point of escalation for internal and external contingent workforce issues.
  • Lead, mentor, and motivate project teams, fostering a collaborative and high-performance culture.
  • Liaise with various departments to ensure alignment of project goals with business objectives.

Qualifications

Minimum:

  • Bachelors Degree or equivalent experience
  • 10 years experience in contingent workforce management, vendor management, or enterprise program management, preferably within large-scale IT or technology environments

Desired:

  • Deep experience with MSP delivery models, Vendor Management Systems (VMS) such as Fieldglass, Beeline, or similar platforms
  • Strong understanding of external labor market dynamics, rate benchmarking, supplier negotiations, and talent delivery models
  • Demonstrated ability to develop contingent workforce strategies, manage large supplier ecosystems, and lead cross-functional programs
  • Exceptional stakeholder management and executive communication skills; comfortable presenting to senior leadership
  • Proven financial acumen and cost management capabilities across contingent workforce programs
  • Experience in creating compelling PowerPoint presentations for executive audiences
  • Strong financial management skills, including budgeting, forecasting, and financial reporting
  • Excellent verbal and written communication skills, with the ability to convey complex information clearly
  • Strong problem-solving skills and the ability to think strategically
  • Ability to work effectively under pressure and manage multiple priorities
