Director of Maintenance (Part 135)

Pacific Air Charters is an FAA Part 135 air carrier committed to safe, reliable on-demand air charter operations, about to expand to scheduled service. We are seeking an experienced Director of Maintenance (DOM) to lead our maintenance department and ensure the continued airworthiness of our fleet (e.g. Tecnam P2012, Cessna 421, and Cessna 310).

Position Summary

The Director of Maintenance reports directly to the Director of Operations (DO) and supervises all company maintenance activities. As the accountable leader for airworthiness, the DOM has full authority to remove aircraft from service for unairworthy conditions and to return aircraft to service, regardless of whether the flight is conducted under Part 91 or Part 135. This is a key management position with operational control authority under 14 CFR §135.77 to terminate flights for maintenance issues.

Key Responsibilities

Leadership & Program Management

• Ensure adequate financial and human resources for the safe, quality performance of all company maintenance operations
• Formulate and establish maintenance policies and procedures, develop instructions to carry them out, and submit all department policies to the Director of Operations for review and approval prior to implementation
• Determine personnel requirements based on present and projected workloads
• Is responsible for anticipating and ordering parts and consumables in a timely fashion
• Maintain close liaison with the local FAA PMI on all maintenance matters
• Be available for consultation and decisions during maintenance, preventive maintenance, or alterations requiring higher-authority input
• Regulate external maintenance opportunities as they occur

Personnel Qualification & Training

• Ensure all maintenance technicians and inspectors are appropriately certificated, trained, qualified, and authorized for the aircraft types and inspections they perform
• Verify each certificated mechanic meets recency-of-experience requirements under the applicable regulations (at least 6 months of qualifying activity within the previous 24 months)
• Ensure all personnel performing maintenance on company aircraft are enrolled in the FAA-approved drug and alcohol testing program per 14 CFR §120.35 and §120.39
• Brief maintenance personnel on procedures, methods, and practices for their duties, and ensure technicians are qualified and certificated before assignment to any maintenance function
• Ensure initial and recurrent HAZMAT training is provided to maintenance providers performing or supervising job functions under 14 CFR §135.501(a)
• Maintain current, secure training records and personnel files at the company's principal base of operations
• Support the annual Internal Audit review of technician qualifications, recordkeeping, and department functions
• Regulate mechanics' schedules, track hours and submit report to the finance dept.

Airworthiness & Maintenance Oversight

• Oversee all scheduled and unscheduled maintenance, including overhauls, alterations, and repairs of aircraft structures, engines, accessories, and emergency equipment (life rafts, vests, flares, etc.)
• Ensure aircraft are maintained and inspected only by properly certificated, current mechanics and/or approved and rated repair stations with proper manuals, facilities, tooling, test equipment, and supervision
• Ensure aircraft components, parts, and materials conform to original type design or approved altered condition
• Coordinate closely with contract maintenance providers performing work on company aircraft
• Check aircraft total time and cycles weekly, update maintenance tracking and forecasting records, and ensure maintenance and inspections are performed on time, and coordinate with DO to ensure sufficient aircraft are available to mee the flight schedule.
• Review the maintenance status and weight and balance currency of each company multi-engine aircraft monthly; schedule routine inspections and re-weighing in advance per 14 CFR §135.23(b) and §135.185
• Ensure compliance with all applicable provisions of 14 CFR Part 91, Part 135 and any additional requirements in the company Operations Specifications (paragraphs D and E)

Records, Reporting & Technical Data

• Ensure all work records are properly certified by the responsible mechanic and that maintenance records comply with 14 CFR Part 43
• Ensure all work orders are properly processed and submitted to the finance department for payment.
• Submit Mechanical Interruption Reports (FAA Form 8010-4) as required by 14 CFR §135.417 and Service Difficulty Reports (FAA Form 8070-1) electronically as required by 14 CFR §135.415
• Maintain aircraft weight and balance records
• Keep company manuals current, including the General Operations Manual and all applicable aircraft maintenance and service manuals; incorporate manufacturer service manual revisions and service bulletins as soon as available
• Make maintenance manuals, service bulletins, airworthiness directives, and other required technical data available to all departments, and maintain a technical library for maintenance personnel

Facilities, Tooling & Materials

• Maintain all equipment, tools, scales, and facilities in serviceable condition, with calibration traceable to NIST, the manufacturer's standards, or (for foreign-manufactured items) the standards of the country of manufacture as approved by the Administrator
• Maintain the repair facility premises in an orderly manner
• Initiate stock and material requisitions; order anticipated parts and lubricants in sufficient quantity to prevent aircraft downtime; remain accountable for all expendable items
• Ensure non-serviceable parts are quarantined from serviceable parts.
• Keep appropriate personnel informed of current aircraft status and forecast downtimes

Required Qualifications

• FAA Mechanic Certificate with both Airframe and Powerplant ratings
• Minimum of three years of experience within the last six years on aircraft of the same category and class operated by Pacific Air Charters, per 14 CFR §119.71(e)
• Qualified through training, experience, and expertise in accordance with 14 CFR §119.69(d) and §119.71(e)
• Thorough knowledge of aircraft manufacturers' maintenance manuals, inspection and maintenance specifications, applicable Federal Aviation Regulations, and applicable portions of the company Operations Manual
• Full understanding of the materials specified in 14 CFR §119.69(d)(2)
• Ability to be listed as Director of Maintenance on a Part 135 certificate and gain FAA acceptance
• Must participate in the company's FAA-approved drug and alcohol testing program
• Must live on the island of Oahu and be eligible to live and work in the United States.

Preferred Qualifications

• Prior experience as a DOM, Chief Inspector, or maintenance supervisor in a Part 135 environment
• Experience with computerized maintenance tracking systems (training will be provided by each tracking provider as appropriate)
• Experience managing contract maintenance providers and vendor relationships

Pay: $130,000.00 - $180,000.00 per year
