Position Overview
The Senior Financial Systems & ERP Functional Analyst provides mission-critical support to U.S. Fleet Cyber Command within a highly classified environment. This role integrates SAP-based Navy ERP, Defense Agencies Initiative (DAI), and Defense Travel System (DTS) operations to deliver end-to-end financial visibility, auditability, and operational readiness.
Serving as a hybrid functional, financial, and operational Subject Matter Expert (SME), the analyst supports financial execution, Spend Plan management, system integration, and audit readiness, ensuring leadership has accurate, secure, and decision-ready data to support warfighter missions.
This position operates at the intersection of financial management, ERP systems, and mission operations, directly contributing to national defense readiness.

Key Responsibilities1. ERP Functional Analysis & System Integration
- Provide senior-level functional support for SAP-based Navy ERP across financial and logistics modules
- Translate mission, business, and operational requirements into ERP functional solutions
- Support system enhancements, testing, upgrades, and deployments
- Serve as liaison between technical teams, financial staff, cybersecurity personnel, and leadership
- Ensure integration and alignment across ERP, DAI, and DTS systems
2. Spend Plan Development & Financial Execution (Primary Focus)
- Develop, manage, and maintain complex Spend Plans aligned with:
- Appropriations
- Contract CLINs
- Program funding
- Conduct:
- Burn rate analysis
- Forecasting and financial projections
- Variance analysis (planned vs. actuals)
- Ensure financial alignment across DAI transactions, ERP outputs, and mission funding requirements
3. Financial Operations & Audit Readiness
- Support budget execution, funds control, and financial reporting
- Perform reconciliation, data validation, and audit support activities
- Ensure compliance with:
- DoD Financial Management Regulation (FMR)
- Audit readiness standards
- Support documentation and evidence collection for audits and financial reviews
4. Supply Chain & Logistics Financial Integration
- Support ERP-driven logistics and supply chain transactions
- Ensure financial visibility across inventory and operational workflows
- Align logistics data with financial reporting and audit requirements
5. Travel & Cost Management (DTS)
- Oversee DTS travel authorizations and voucher processing
- Validate travel expenses against Spend Plans and funding controls
- Ensure compliance with Joint Travel Regulations (JTR)
6. Cybersecurity, Compliance & Access Control
- Operate within TS/SCI classified systems ensuring:
- Role-based access control
- Segregation of duties
- Data integrity and confidentiality
- Coordinate with cybersecurity teams to maintain compliance with DoD security requirements
7. Stakeholder Engagement & Mission Support
- Support Program Managers, Contracting Officers, Financial Analysts, and operational leadership
- Participate in operational reviews, working groups, and classified briefings
- Provide accurate, timely, and decision-ready financial and operational data
- Develop SOPs, documentation, and training materials
Required Qualifications
- Active TS/SCI clearance with Polygraph (a major plus)
- Bachelor’s degree in Finance, Accounting, Business, IT, Supply Chain, or related field
- 8 years of experience in ERP systems and federal financial management
- Hands-on experience with:
- SAP / Navy ERP (FI, CO, MM, Supply Chain)
- DAI financial processes
- DTS travel system
- Demonstrated heavy Spend Plan experience (required)
- Experience supporting DoD or classified environments
- Strong communication skills across technical, financial, and leadership audiences
Preferred Qualifications
- SAP Functional Certification(s)
- Certified Defense Financial Manager (CDFM) or CGFM
- Direct experience supporting Navy ERP environments
- Experience with DoD audit readiness initiatives
- Familiarity with financial governance, internal controls, and compliance frameworks
