The Health, Safety & Environment (HSE) Director at P.B. Hoidale Co., Inc. is responsible for developing, managing, and continuously improving the company’s safety, environmental, and health programs. This role ensures compliance with all regulatory requirements, promotes a strong safety culture, and provides leadership to reduce risk across field operations, construction sites, service activities, and corporate facilities.

As a key member of the leadership team, the HSE Director provides strategic vision, technical expertise, and proactive support to ensure a safe, compliant, and environmentally responsible workplace.

Key Responsibilities

HSE Program Leadership

  • Develop and implement a comprehensive HSE strategy aligned with company goals and regulatory requirements.
  • Establish and maintain companywide safety and environmental policies, standards, and procedures.
  • Lead initiatives that enhance safety culture, employee engagement, and proactive hazard prevention.

Regulatory Compliance & Environmental Oversight

  • Ensure compliance with OSHA, EPA, DOT, state environmental agencies, NFPA, and industry-specific regulations.
  • Oversee environmental programs related to fuel systems, hazardous materials, UST/AST storage tanks, spill prevention, waste management, and stormwater compliance.
  • Manage permitting, reporting, environmental audits, and corrective action plans.
  • Maintain detailed records required for inspections, certifications, and regulatory submissions.

Incident Prevention, Investigation & Response

  • Lead incident reporting, root-cause investigations, and corrective action implementation.
  • Analyze trends and develop programs to reduce incidents, near-misses, and unsafe behaviors.
  • Coordinate emergency response plans, drills, and crisis management procedures.

Training & Workforce Development

  • Create and deliver safety and environmental training programs for field technicians, supervisors, project teams, and office staff.
  • Ensure employees maintain certifications and required HSE training (e.g., confined space, fall protection, hazmat, equipment operation).
  • Train managers and supervisors on their safety leadership responsibilities.

Field Engagement & Jobsite Support

  • Conduct regular jobsite visits, safety audits, and field observations to ensure compliance and identify improvement opportunities.
  • Support field teams in developing Job Hazard Analyses (JHAs), safety plans, and site-specific environmental controls.
  • Provide hands-on guidance during complex or high-risk operations.

Risk Management & Continuous Improvement

  • Lead HSE risk assessments, hazard analyses, and safety planning for major projects.
  • Drive continuous improvement initiatives using HSE metrics, analysis, and employee feedback.
  • Implement safety technologies, reporting tools, and innovative solutions to improve program effectiveness.

Cross-Functional Collaboration

  • Work closely with operations, engineering, project management, HR, fleet management, and compliance teams to ensure safety is integrated into all activities.
  • Support bid development and project planning by providing HSE requirements and cost considerations.
  • Serve as the liaison with clients regarding safety expectations, documentation, and jobsite standards.

Reporting & Performance Metrics

  • Develop HSE dashboards, KPIs, and performance reports for leadership and jobsite supervisors.
  • Track trends in safety performance, environmental compliance, and incident rates.
  • Present findings and recommendations to executive leadership on a regular basis.

Qualifications

  • Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or related field preferred.
  • 7–10 years of progressive HSE experience, including leadership responsibilities in construction, industrial services, or fuel-system industries.
  • Strong knowledge of OSHA, EPA, DOT, NFPA, and environmental regulations.
  • Experience with UST/AST systems, hazardous materials, SPCC plans, and petroleum industry compliance is strongly preferred.
  • Demonstrated ability to develop and lead HSE programs in multi-site or field-based environments.
  • Excellent communication, leadership, and problem-solving skills.
  • Certifications such as CSP, CHST, CESCP, or equivalent are highly desirable.
