Construction Inspector

Ozell Services, Inc. is seeking an experienced Construction Inspector / Quality Assurance Representative to support a major infrastructure modernization project at the United States Coast Guard Academy in New London, Connecticut.

This position will provide owner-focused construction inspection services for a large-scale design-bid-build steam and condensate distribution system renovation across the campus. The ideal candidate will have strong experience with mechanical systems, utility infrastructure, occupied facility construction, and coordination in complex institutional or federal environments.

Project Overview:

The project includes the renovation and replacement of steam, condensate, and hot water piping systems throughout the academy campus, including tunnels, sub-basement passageways, and direct-buried utility systems. Work also includes extensive mechanical room renovations, ventilation upgrades, controls integration, civil/structural improvements, and phased utility shutdown coordination.

Key Responsibilities:

• Perform daily construction inspection and quality assurance oversight for mechanical, civil, structural, electrical, and architectural construction activities.

• Monitor contractor work for compliance with project drawings, specifications, safety requirements, and applicable codes.

• Inspect steam, condensate, and hot water piping installation activities, including tunnel and underground utility work.

• Verify quality and installation of mechanical equipment including heat exchangers, pumps, PRVs, condensate return units, ventilation systems, and associated controls.

• Observe and document demolition, excavation, trenching, concrete, and structural repair activities.

• Coordinate with government personnel, contractors, engineers, and facility stakeholders regarding project progress, outages, shutdowns, and phasing requirements.

• Review contractor schedules, shutdown sequencing, temporary utility plans, and logistics coordination.

• Document deficiencies, prepare daily inspection reports, track corrective actions, and support project closeout activities.

• Verify integration and commissioning of controls and Siemens BAS-related components.

• Monitor temporary boiler operations and phased system transitions during construction.

• Support quality assurance for electrical upgrades, lighting improvements, and building envelope modifications.

Desired Qualifications:

• Experience performing construction inspection, QA/QC, or owner’s representative services on federal, institutional, healthcare, campus, utility, or industrial projects.

• Strong knowledge of mechanical/HVAC systems, steam and condensate infrastructure, utility distribution systems, and renovation work in occupied facilities.

• Experience with design-bid-build federal construction projects preferred.

• Ability to interpret construction drawings, specifications, submittals, and schedules.

• Familiarity with phased utility shutdowns, underground utilities, and mechanical room renovations strongly preferred.

• OSHA 30 certification preferred.

• USACE CQM certification preferred.

• Excellent written documentation and communication skills.
