What are the responsibilities and job description for the Director of Compliance - Affordable Housing PBS8 position at Overbrook Asset Management?
Director of Compliance – Affordable Housing
Overbrook Asset Management | Southeast U.S.
Overbrook Asset Management is a vertically integrated multifamily investment and operating firm focused on workforce and affordable housing across the Southeast. As we expand our affordable portfolio and bring property management in-house, we are hiring a Director of Compliance to build and lead the compliance function from the ground up.
This is a senior, hands-on role for someone who understands how a well-run affordable operation actually works — not just on paper, but in practice.
The Role
The Director of Compliance will own affordable housing compliance across our portfolio and play a key role in shaping how we operate as we scale. This person will design systems, lead execution, and serve as the internal expert across programs, audits, and regulatory strategy.
Key responsibilities include:
Build and lead the affordable compliance function
- Design and implement compliance processes, controls, and documentation standards
- Create scalable systems for tenant file management, certifications, and ongoing compliance
- Establish clear preparation workflows for MORs and REAC inspections
Audit & inspection readiness
- Lead preparation for MORs, REACs, and other agency reviews
- Create repeatable inspection-prep playbooks and internal checklists
- Identify risks early and drive corrective action
Property management systems
- Lead the migration of affordable properties onto RealPage
- Ensure compliance workflows are properly embedded in the PMS
- Partner with operations and accounting to align systems and reporting
Affordable program expertise
- Serve as the internal subject-matter expert on affordable programs, including:
- Section 8 (Options 1–4)
- LIHTC
- Section 202
- USDA / RD financing
- HOME and other restrictive programs
- Advise on how different program structures impact operations and strategy
Acquisitions & strategy support
- Support the acquisitions team in underwriting and diligence
- Analyze regulatory structures, contracts, and restrictions
- Help identify where compliance complexity creates risk — and where it creates opportunity
Organizational leadership
- Help define how a best-in-class affordable operation should be structured
- Train teams and set expectations across property management and compliance
- Be a builder, not just a reviewer
Who We're Looking For
- 7 years of meaningful experience in affordable housing compliance
- Deep working knowledge of Section 8, LIHTC, and other subsidized programs
- Direct experience preparing for and managing MORs and REACs
- Experience implementing or operating within RealPage (strong preference)
- Ability to design processes, not just follow them
- Comfortable operating in a growing, entrepreneurial environment
- Detail-oriented, organized, and calm under pressure
- Strong judgment — knows what matters and what doesn’t
Why This Role Matters
This is not a maintenance role. You will be building infrastructure that allows us to scale responsibly, pass audits confidently, and pursue more complex affordable acquisitions with conviction.
You will have real influence over how the platform is built.
