Air Service & Business Development Manager

Reporting to the Airport Director the Air Service and Business Development Manager will be responsible for developing, implementing, and monitoring strategic growth initiatives focused on air service development, business development, and increasing aeronautical and non-aeronautical revenue.   The position identifies and advances new revenue opportunities, strengthens relationships with airlines, airport users, business partners, and supports the long-term growth and financial performance of the Airport.  The position also assists with Airport operations and monitors contracts and leases for compliance.

Hours: Monday-Friday will be typical but weekends, holidays may be necessary along with travel. This position does have comp time available, based on department/position needs.

The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Conduct research, statistical analysis, and feasibility studies to support air service, business development, and Airport promotion initiatives; prepare accurate and timely statistical reports.
• Develops and presents to Airport Director a budget to support strategic growth initiatives, business development, and revenue development.
• Develop and implement strategies to support air service growth, attract new business and tenants, strengthen strategic partnerships, and generate new and expanded airport revenue.  
• Develops and implements Airport management initiatives and Air Service Development Programs to maximize passenger traffic, air service, aviation growth, business development, and cargo.
• Develop and maintain collaborative relationships with airline executives, community leaders, and industry partners; proactively identify stakeholder needs and respond with appropriate information, resources, and support.
• Represent the Airport at industry workshops, conferences, and community business development organizations to stay informed of air transportation trends and deliver presentations as needed.
• Acts as one the airport contacts for public relations, assumes the role as Public Information Officer (PIO), coordinates agencies who have responsibility under the Airport Emergency Plan; assists in mock disaster drills to monitor the response; ensures coordination of the same.
• Develops and advances strategic growth plans; assists in developing and prioritizing capital improvement plans; and identifies and leads projects and initiatives that enhance the customer experience, support business growth, and generate revenue.
• Acts on behalf of and assumes additional responsibilities in the absence of the Airport Director.
• Creates and maintains records for contract and lease compliance and reporting requirements. Maintains records of non-compliance and enforcement actions.

 Minimum Qualifications
Education

• Graduation from an accredited college or university with a bachelor's degree in aviation management, business, marketing, business administration or closely related field.

Experience

1. Three to five years of closely related airport experience or an equivalent combination of training and experience.
2. Business development and sales experience, with demonstrated ability to understand community needs, build relationships, and effectively advocate for the community.
3. Strong understanding of the aviation industry, knowledge of airline and business aviation operations, business models, priorities, and needs.
4. Experience with analytical experience related to finance, statistics, airport administration/development, or airline network/schedule planning

 
Licenses, Certifications, and Other Requirements

1. Must possess and maintain a valid Wisconsin Driver's License.
2. Successful completion of required background checks, security clearances, and other pre-employment screening or testing that may be required, consistent with County policy and applicable federal, state, and airport security requirements.
3. The selected candidate must pass fingerprint-based criminal history records check as required by the Transportation Security Administration.

 
Preferred Qualifications

1. Familiarity with the airline industry, airport data and processes, Federal Aviation Regulations (FAR Part 139) and Transportation Security Regulations (FAR Part 1542).
2. Experience developing data-driven presentations for internal and external audiences

• Ability to evaluate potential air service opportunities and challenges affecting Airport operations and development.
• Ability to remain current on airport and airline industry trends, regulations, and news, and communicate relevant updates to Airport leadership and stakeholders.
• Ability to operate standard office equipment, including but not limited to computers, multifunction printers/copiers, scanners, and telephone systems; proficiency with Microsoft Word and excel.
• Ability to add, subtract, multiply, divide, calculate decimals and percentages.
• Ability to comprehend and interpret a variety of documents including resolutions, contracts, leases and various correspondences.
• Ability to prepare letters, memos, newsletters etc.
• Ability to communicate clearly, respectfully, and professionally, both orally and in writing, with County department staff, law enforcement, venders, tenants, engineers, contractors, the general public and other stakeholders

Physical Requirements and Work Environment

1. Ability to perform the essential functions of the position, with or without reasonable accommodation, including communicating effectively; moving within office, airport, and outdoor work environments; occasionally bending, stooping, reaching, climbing, pushing, pulling, and lifting or moving materials weighing up to 25 pounds.
2. Maintains regular and reliable attendance; works additional hours as needed
3. Ability and willingness to travel throughout Wisconsin and nationally, including overnight travel, as required by Airport operational and business needs.
4. Work is performed in a combination of office, airport, and community settings.  The position primarily works indoors in an office environment, with periodic work outdoors to support outside activities including marketing events, and public outreach activities.  Outdoor work may involve exposure to varying weather conditions, noise, and active operational areas.

Salary : $75,566 - $98,592
