Civil Engineer (Military Infrastructure) Kadena Air Base, PACAF

Otoe-Missouria Group, LLC (OMG) is seeking qualified Civil Engineers to support our client that works directly with the U.S. Air Force Pacific Air Forces (PACAF), at Kadena Air Base in Okinawa, Japan. This position will be ON SITE in Japan. It is intended to support mission readiness by planning, designing, and managing civil engineering projects, infrastructure maintenance, utilities, and facility improvements at Kadena.
The role requires a seasoned professional with strong military civil engineering experience and the ability to work effectively in an overseas (OCONUS) environment under U.S. Air Force standards. Selected candidates will contribute to ensuring infrastructure supports both peacetime operations and contingency requirements.
Key Responsibilities
- Lead and/or assist in the design, planning, programming, budgeting, construction, renovation, and sustainment of real property facilities, including buildings, runways, pavements, and utility systems (water, sewage, storm drainage, electrical, etc.).
- Provide project management for new construction, renovation, and improvement projects in compliance with federal, DoD, and USAF standards, codes, and regulations.
- Oversee and coordinate with contractors, A/E (architect/engineer) firms, military units, base operations, host nation requirements, and other stakeholders.
- Ensure quality assurance/quality control (QA/QC) during design and construction phases.
- Conduct site investigations, prepare cost estimates, create specifications, manage contract actions, track schedules, and monitor project close-out.
- Maintain compliance with environmental, safety, health, and energy efficiency regulations.
- Participate in master planning, long-range infrastructure planning, risk assessments, and capacity planning to support PACAF strategic requirements.
- Respond to emergencies (e.g., airfield damage repair, natural disasters) and support readiness exercises.
- If supervisory: manage engineering personnel, mentor staff, evaluate performance, assign tasks, and ensure training and readiness
Required Qualifications
Bachelors degree in civil engineering or closely related field; ABET-accredited program preferred

Minimum 7 years of relevant military civil engineering experience, including:

Facility and infrastructure design and construction.

Familiarity with DoD/USAF standards, regulations, and contract management.

OCONUS or forward operating base experience preferred.Ability to obtain and maintain a Secret security clearance.

Strong technical skills in civil/site engineering, utilities, pavements, structural foundations, and drainage.

Demonstrated project management skills (planning, scheduling, budgeting, contract oversight).

Knowledge of environmental and safety regulations (DoD, USAF, EPA, etc.).

Strong written and verbal communication skills with the ability to coordinate across multiple stakeholders.

Ability to adapt to cultural, logistical, and regulatory differences in Japan and the Pacific region
Desired Qualifications

Professional Engineer (PE) license is a plus.

Previous OCONUS assignments.

Experience in base planning, master planning, or integrated infrastructure development.

Experience leading multidisciplinary teams.

Familiarity with host nation agreements and Japanese regulations affecting U.S. base infrastructure.

Knowledge of airfield damage repair (ADR) operations and readiness planning.
Working Conditions & Additional Requirements

May require travel to other bases in the Pacific region for exercises, inspections, or emergency response.

Must comply with U.S. federal and Air Force civilian employment requirements (e.g., drug testing, physical standards if applicable).
