Project Foreman OCCP

Employment Status: Full-Time
FLSA Status: Non-Exempt
Experience Required: Minimum of two to three (2–3) years of experience in crew supervision, forestry operations, detention, corrections, or a related field. Experience supervising or escorting court-ordered individuals is preferred.
Minimum Education Requirements: High School Diploma or equivalent.

Primary Work Location: This employee primarily works outdoors.
Certification: This position requires a valid CDL Class A NM driver’s license and an Apprentice Sawyer Certification.
Salary: $20 - $25 per hour DOE plus benefits package.

Job Summary: To lead, oversee, and participate in the work of the Otero County Clean-up Program (OCCP) crews responsible for forest thinning; and to perform a variety of tasks relative to assigned areas of responsibility.

Essential Job Functions

An employee in this position may be called upon to do any or all of the following essential duties:

  • Provide direct supervision and, when necessary, secure escort and accountability of court-ordered participants to and from designated work sites in accordance with County and Detention policies and procedures.
  • Establish and oversee administrative procedures, planning objectives and strategies to meet goals set by the County Manager or his/her designee.
  • Ensure that assigned persons perform assignments in a safe and prudent manner that does not expose them or others to unnecessary harm or risk of on-the-job injury.
  • Provide instruction and oversight in the safe operation of equipment and the performance of basic preventative maintenance on tools and equipment used in forestry and grounds operations.
  • Participate in the development and implementation of program policies related to participant eligibility, program requirements, and operational procedures.
  • Supervise and operate heavy equipment and hand-held power tools, including but not limited to motor graders, backhoes, boom trucks, dump trucks, front-end loaders, chippers, and chainsaws used in forest thinning operations.
  • Maintain inventory control of equipment, tools, and supplies necessary to complete assigned projects.
  • Estimate time, materials, labor, and equipment required for assigned projects; requisition materials as necessary.
  • Perform other duties as assigned.

  • Thorough understanding of the County’s functions, policies, and procedures.

Skills
  • Strong written and oral communications and relational skills.
  • Use of heavy equipment and power tools.
  • Follow and relay complex oral and written instructions, policies, and procedures.
  • Operate a variety of office equipment, including computer terminal, related software programs, printer, calculator, fax, and copier.

Abilities
  • Lead, organize, and review the work of clients in the area of work assigned.
  • Interpret, explain, and enforce Department policies and procedures.
  • Operate a variety of equipment in a safe and effective manner.
  • Work independently in the absence of supervision.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Physical Demands
The following physical abilities are required:
  • Maintain physical condition necessary for moderate to heavy lifting.
  • May encounter toxic materials.
  • Will be bending, stooping, kneeling, crawling, and standing for prolonged periods of time.
  • While performing the duties of the job, the employee is regularly required to talk or hear.
  • The employee frequently is required to use hands to finger, handle, or feel and reach with hands and arms.
  • Work in confined spaces and at heights.
  • Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment
Travel from site to site; construction site environment; exposure to dust, noise, toxic materials; work in inclement weather conditions.
