What are the responsibilities and job description for the DOT Program Officer position at OSSE DOT Department?
This position is located in the District of Columbia, Office of the State Superintendent of Education (OSSE). The purpose of this position is to provide a wide range of operational, financial, and management support to the Office of the State Superintendent of Education (OSSE) in the daily accomplishments of required functions.
This position will serve as a Program Officer who will support and advise the Director of Student Transportation for OSSE on local and federal budget issues including Special Education Transportation. This position will also serve a crucial role in establishing OSSE's Medicaid billing function.
Duties and Responsibilities
The incumbent will provide oversight and coordinate the efforts of staff members having assigned responsibilities for large-scale program evaluation and a variety of system-wide data collection activities. Uses comprehensive financial and management analysis and management and fiscal information systems to develop the most effective way to accomplish goals and ensure program efficiencies and cost-effectiveness. Define problems, review documents, and recommend appropriate resolutions to the Director of Student Transportation.
The incumbent will keep abreast of pertinent administration rules, regulations, and procedures for budget processes, and procurement. Respond to inquiries arising in connection therewith. Ensure that administrative actions originating within the office are in compliance with established guidelines. Utilizes skills in creating and developing innovative and alternative ways to accomplish program objectives in light of dwindling resources. Uses skills in preparing monthly and quarterly analyses, summaries, justifications, and other regular and special analyses as assigned to point out accomplishments, problems, and deficiencies.
Qualifications and Education
Specialized experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This experience could include but not be limited to the ability to understand financial management, procurement, and budgeting processes. Demonstrated knowledge utilizing project management skills and managing short and long-term project deliverables.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive.
