General Description Of Duties

Under direction, the purpose of the position is to direct and manage the planning, organization, and management of the Traffic Operations Department. Employees in this classification function in a management capacity, and are accountable for developing, implementing and evaluating operational policies and procedures to ensure compliance with all Federal, State, and County regulatory requirements and regulations. This position ensures employees and general public are provided with a safe and efficient transportation system. This employee operates with a high degree of independence and initiative in the performance of regular assigned duties.

  • Responsible for the management, planning, organization and implementation of current Traffic Operations goals and objectives; coordinates and integrates assigned activities toward achievement of established goals and objectives of the County's strategic plan.
  • Develops the management, implementation and control of current Traffic Operations budgets; ensures all functions and programs within the department operate and perform within established budgetary parameters, to include monitoring expenditures and ensuring sound fiscal control.
  • Attends meetings, professional conference and institutes; attends, participates and/or leads a variety of management, executive and administrative meetings to keep up with trends in Traffic Operation issues, Federal/State changes and funding concerns.
  • Develops, prepares and maintains a variety of critical executive/administrative records and reports.
  • Administers the pavement marking program throughout the County; insuring installation and maintenance of the County roadway marking infrastructure (long line, hand line, intersections, crosswalks, parking, legends and raised pavement markers) meet Federal and State regulations.
  • Administers County underground utility and fiber location services; reviews and modifies construction blueprints identifying conflicts with utilities; monitors and updates State Sunshine 811 system.
  • Administers and coordinates the County school flashing beacon system, programing, installation, repairs and troubleshooting.
  • Administers County roadway lighting program, budget funding, review lighting applications, installation, maintenance, service agreements, and inventory control.
  • Administer the County sign infrastructure ensuring installation, maintenance, replacement and tracking meet all Federal and State regulations.
  • Develop and monitor the County GIS sign inventory database for changes, additions and updates.
  • Administer the traffic sign and graphic fabrication, adhering to MUTCD regulations for County roadways and outside
  • Oversees departmental inventories, in-house warehouse, County wide traffic asset management, and equipment.
  • Ensures emergency response personnel and equipment is prepared 24/7 for calls from law enforcement or EOC.
  • Develop and monitor message board loan program, scheduling, barricades, payment, budgeting and maintenance.
  • Coordinates training and safety programs; ensuring compliance with Federal, State, IMSA, and OSHA related regulations, training and certifications are kept current and implemented appropriately.
  • Serves as liaison for traffic related work to other divisions, departments and outside agencies; assists County departments and law enforcement with detours, closures, MOT, signs, graphics, printing, lighting, message boards, utility locates, parking and other traffic needs.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: Bachelor's Degree in Civil Engineering or related field.

Experience: Ten (10) years of experience in Traffic Operations to include 5 years of progressive managerial experience; or an equivalent combination of education, certification, training and/or experience.

Required License/Certification

  • Valid Class A Florida Driver's License
  • FDOT Maintenance of Traffic
  • IMSA Signs Level I & II
  • IMSA Pavement Markings Level I & II
  • IMSA Signals Level I & II

Knowledge, Skills And Abilities

  • Thorough knowledge of principles and practices of budget development and administration.
  • Extensive knowledge of Federal MUTCD / State FDOT standards, regulations, guidelines and compliance requirements with the ability to interpret these regulations to the general public in a professional and courteous manner.
  • Ability to design, formulate and interpret technical data, equipment/labor data and operational cost information, statistical and other related reports, forms, maps and charts.
  • Proficient in various software applications, e.g., Microsoft Office, GIS, GPS, Adobe Photoshop and similar graphical design software.
  • Skill in writing contracts, agreements, and scopes for materials, equipment and services.
  • Skill in the review and interpretation of construction project plans and the ability to provide review oversight and make modifications as necessary to ensure overall safety of the traveling public.
  • Ability to develop and supervise a variety of programs and operations simultaneously.
  • Thorough knowledge and ability to utilize materials, methods and equipment used in sign fabrication and sign installations.
  • Thorough knowledge of methods, materials, tools and practices for the installation, maintenance and repairs of the Counties thermoplastic pavement marking infrastructure.
  • Thorough knowledge of federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to sign fabrication and installation.
  • Considerable knowledge of design practices and standards for design of signals, signal systems, intersections and traffic operations studies.
  • Knowledge of roadway lighting standards, underground utility locate system, school flashing beacon operations, warehouse inventory practices and database fundamentals.
  • Ability to perform moderately complex mathematical computations and tabulations accurately and efficiently.

  • 20 pounds maximum lifting.
  • Occasional (up to 1/3 of the work time) lifting, carrying up to 20 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • If less lifting is involved, will require significant walking/standing.
  • If mostly sitting is involved, will require push/pull on arm or leg controls.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
