General Description Of Duties
Under limited direction, the purpose of this position is to support the Director in supervising and performing advanced and specialized Procurement and Contract Management according to generally accepted standard procurement principles, established County code, policy, and procedures, departmental guidelines, and regulatory requirements applicable to the work. Employees in this classification function in a middle management capacity where tact and diplomacy are necessary, as this position will have considerable contact with the Board of County Commissioners, County Administration, other Departments, and citizens.

Experience: Five (5) years of professional experience in Procurement or Contract Administration supplemented by three (3) years’ experience in a supervisory capacity. Some Florida public sector experience required.
Experience with grant funded Procurement, Florida Department of Transportation (FDOT) Local Agency Program (LAP), and/or Florida’s Consultant Competitive Negotiation Act (CCNA) statutes preferred.
CPBB, CPPO, and/or NIGP-CPP certifications preferred.

- Supports the Procurement Services Director in planning, organizing, and implementing procurement goals and objectives; coordinates and integrates activities toward achievement of established goals and objectives.
- Supervises, trains, coordinates, and evaluates procurement and contract management functions according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work; performs and assists staff with highly complex procurement work.
- Oversees the County’s initiatives, practices, policies, procedures, and activities to promote the County’s vendor development efforts.
- Supports the Procurement Services Director in the development, implementation, and control of Procurement Services; ensures all functions under charge are performed consistently with policy direction of the Board of County Commissioners and County Administration.
- Researches developments in procurement, pricing, market conditions, and new procedures; identifies where new solutions or enhancements to current processes may improve operational or functional efficiency; recommends implementations of new procedures accordingly.
- Ensures the development and maintenance of all vendor relationships and contracts for optimal quality and pricing; researches and resolves product, pricing and distribution complaint issues with vendors.
- Attends, participates in and/or leads a variety of management, administrative, and Commission meetings for the dissemination of information and to keep up with trends in procurement.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.

- Must possess and maintain a valid Florida Driver’s License.
- Skill in effectively leading a staff comprised of professionals, journey, and entry level employees responsible for carrying out procurement and contract management activities.
- Ability to communicate professionally and to understand and express ideas effectively verbally, in writing, and in presentations to include communicating regulations to the general public in a professional and courteous manner.
- Management-level interpersonal, leadership, planning, management and communications skills.
- Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, Federal, State, and County representatives, and vendors.
- Extensive knowledge of applicable state, federal and local laws, rules, ordinances and regulatory standards, generally accepted standard purchasing principles, established procedures, and departmental guidelines applicable to the work and able to ensure staff are in compliance.
- Ability to exercise sound judgment and discretion in decision making and all phases of responsibilities.
- Ability to multi-task in a fast-paced environment.
- Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
- Skill in reading, analyzing and interpreting professional periodicals and journals, accounting procedures, and fiscal documentation.
- Ability to establish and maintain a professional effective working relationship with departmental personnel, all levels of employees, County officials, other government agencies and the general public.
- Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
- Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
