What are the responsibilities and job description for the Program Financial Analyst position at OSC Edge?
As a Program Financial Analyst, the individual will provide support and asset management, procurement, and financial management services to the Program Manager and Government customer.
Responsibilities
- Supports program management functions to include analysis, briefing preparation, and follow-up actions
- Performs budgetary and financial accountability for the ITCSU which includes funding from five DoD intelligence agencies. Serves as the primary purchasing agent for the ITCSU ensuring all purchase orders follow Department of Navy (DoN) regulations
- Ensures that all assets are appropriately inventoried, and the asset management database is updated as required. Familiarity with Navy asset management programs is a plus
- Tracks all IT expenditures and works with the Comptrollers office to create fiscal year budget predictions.
- Creates Purchase Requests (PRs) in PR Builder for building supplies, data center equipment, hardware and software maintenance renewal contracts, and contract labor
- Completes required documentation that supports PRs including sole source justifications, brand name justifications, and independent government estimates
- Reconciles telecommunication bills and circuit bills
- Serves as the primary POC for IT vendors, responsible for commercial vendor interactions including requesting quotes for market research, software and hardware maintenance contracts and contract labor
- Coordinates ITCSU logistics, including the coordination of shipments of equipment and supplies, travel, and facilities management
- Performs other tasks as required by OSC and the Government contracting office
- Manages hardware and software license records for all of NCIS using ServiceNow CMDB module (or approved tool) as the repository of record for IT assets. Ensures licenses are renewed in appropriate timeframe to maintain operations
- Completes and updates plans, policies and procedures for IT Asset Management, including writing and revising SOPs
- IT endto-end logistics is managed and documented and follows property lifecycle management processes
- Manages vendor information for assets in production and understanding of changing product lines that would impact NCIS production
- Manages asset information required to assist with procurement packages which includes specifications, cost information based on specifications and licensing agreements
- Performs other tasks as required by OSC and the Government contracting office
Required Qualifications/Education and Experience
- High School Diploma or equivalent
- Minimum of five (5) years supporting asset management, procurement, and financial management for an IT organization
- Prior experience working in a governmental agency (preferably Navy or Marine Corp)
- Proficiency in Microsoft Office (PowerPoint, Word and Excel)
- Must be a professional team player with the ability to take initiative
- Capability to multitask and handle multiple projects / tasks with competing deadlines
- Must have excellent verbal, written, and organizational skills
- Ability to be resourceful and problem solve quickly and at times work under pressure
- Ability to work with discretion and highly confidential information
- Strong skills with Windows 10 and Windows applications
- Must have and maintain a Secret personnel clearance and must be eligible for a TSSCI

- Security Certification
