This position serves as the Deputy Mental Health Social Work Section Manager for the MH Service Line. The MH Service Line is comprised of over 350 employees, oversees the 40 bed Acute MH Unit as well as the 116 bed Domiciliary Residential Rehabilitation Treatment Program, and spans Corporate Orlando providing services at every location. The selectee will supervise a significant number of staff with various tours of duty which are geographically disbursed throughout the Orlando service area.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. All others must meet the requirements of their state of licensure to be able to provide supervision for licensure.) Applicants with Puerto Rico LSW must be an active member of the College of Social Work Professionals of Puerto Rico (CPTSPR) and must provide CPTSPR active membership certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
  • Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
  • Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
  • If an employee who was retained in an occupation listed in 38 U.S.C. § 7401 (3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determinations: Supervisory Social Worker, GS-13
  • Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Preferred Experience: Those applicants with experience in the following, are highly preferred;
  • Managing accredited programs
  • Working with Veterans with serious mental illnesses
  • Strong supervisory experience
  • Extensive knowledge of evidence-based practices for MH Social Workers

Physical Requirements: The work requires patience and emotional regulation. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects.

Responsibilities:

The Supervisor Social Worker has broad program management responsibilities which include the operation and management of key clinical programs for a growing VAHCS. Responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data-driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Programs managed deliver specialized, complex, highly professional services that are important program components of the medical center and significantly impact the health care provided to veterans. Some of the other duties include, but are not limited to:
  • Will ensure Orlando VA HCS programming is in full compliance with all VHA directives and other regulations.
  • Responsible for reporting required data to VHA and other monitoring entities such as NEPEC.
  • Will be responsible for assigning work to their subordinate supervisors who will in turn be responsible for their supervisees within the aligned programs.
  • Complete all required supervisory duties to include Time and Leave (T&L) for assigned staff and assigned back up T&Ls.
  • Coordinate with Mental Health and Social Work leadership and Human Resources on hiring and/or disciplinary actions.
  • Attempts to resolve complaints from employees and will refer grievances or unresolved complaints, using the proper procedures.
  • Knowledgeable on development and training needs/competencies of employees, and whenever possible, will assist subordinates in addressing these needs.
  • Has the ability to establish and maintain positive working relationships with employees, volunteers, consumers and stakeholders within the VA and outside community agencies.
  • Responsible for making managerial and clinical decisions for the programs reporting to him/her, as well as for the Psychology and Psychiatry Program Managers, the Deputy Associate Chief of Mental Health, and the Associate Chief of Mental Health, in their absence.
  • Responsible for providing consultation, supervision, negotiation with other departments and stakeholders and monitoring of those programs under the area of responsibility.
  • Responsible for taking the management goals and objectives from the Mental Health Social Work Section Manager, Mental Health Leadership, Facility Leadership, VISN Leadership, and National Leadership and translating them into coordinated work operations.
  • Responsible for reviewing outcomes and developing solutions with the program coordinators when programs are not performing according to prescribed standards.
  • Will provide a full range of comprehensive psychosocial services to Veterans and their families and must possess a thorough knowledge and have experience in the use of mental health diagnoses, disabilities, and treatment procedures, including acute, chronic and traumatic illnesses.
  • Assists in ensuring the coordination and provision of services including referrals to community agencies, substance use, or mental health treatment or medical services.
  • Completes referrals for non-Veteran partners, when appropriate to community resources including legal, law enforcement, domestic violence specific agencies, shelters, and mental health agencies.
  • Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
