Senior Project Manager – Marine Construction & Heavy Civil Infrastructure

Tampa, Florida, United States (Onsite)


Orion has an immediate opening for an experienced Senior Project Manager to join our Tampa, Florida team. This position is responsible for providing leadership and oversight for complex marine construction and heavy civil infrastructure projects while ensuring successful project execution, client satisfaction, safety performance, and financial results.


This is a key leadership role for professionals with experience managing large-scale marine, bridge, waterfront, port, dredging, transportation, industrial, or heavy civil construction projects. The Senior Project Manager will oversee multiple project teams and serve as a strategic leader throughout all phases of project delivery.


Specific Responsibilities

  • Provides overall leadership, direction, and management of marine construction and heavy civil projects from preconstruction through closeout.
  • Oversees Project Managers, Project Engineers, Superintendents, Foremen, subcontractors, and project support personnel.
  • Develops and executes project strategies to ensure safe, profitable, and successful project delivery.
  • Maintains responsibility for project budgets, forecasting, cost control, cash flow management, and financial performance.
  • Leads contract administration activities, including negotiations, change orders, claims management, and client communications.
  • Supports estimating efforts, bid reviews, proposal development, and pursuit strategies for future projects.
  • Develops and maintains relationships with owners, engineers, regulatory agencies, subcontractors, and suppliers.
  • Reviews project schedules, resource plans, procurement activities, and production performance to ensure project objectives are achieved.
  • Provides leadership and guidance to project teams regarding risk management, operational planning, and project execution.
  • Supports business development efforts and identifies opportunities for future growth within existing and new client relationships.
  • Ensures compliance with all contract requirements, company policies, safety standards, environmental regulations, and quality requirements.
  • Participates in Safety and Environmental initiatives that contribute to compliance with State and Federal regulations and improve existing Company programs.
  • Must be qualified and physically able to drive regular passenger vehicles to visit project sites and client locations.
  • Responsible and accountable for personal safety and the safety of all employees, subcontractors, and others encountered during project activities.
  • Authorized and obligated to stop work whenever unsafe conditions or situations are observed or anticipated.
  • Performs other related administrative, technical, operational, or leadership duties as assigned.


Position Requirements

Bachelor's Degree in Civil Engineering, Construction Management, or a related discipline is preferred. Equivalent industry experience may be considered.

The successful candidate should possess:

  • 10 years of Project Management experience within marine construction, heavy civil construction, bridge construction, transportation infrastructure, industrial construction, or related markets.
  • Proven experience managing large-scale construction projects with full responsibility for schedule, budget, safety, and project performance.
  • Strong knowledge of project management, contract administration, estimating, procurement, scheduling, project controls, forecasting, and cost management.
  • Experience leading self-perform construction operations.
  • Strong understanding of marine construction methods, heavy civil construction practices, and infrastructure project delivery.
  • Experience working with owners, engineers, regulatory agencies, and construction stakeholders.
  • Excellent communication, leadership, negotiation, and team-building skills.
  • Ability to travel and work out-of-town for extended periods as project requirements dictate.

Physical / Mental Requirements

The incumbent must be able to perform the essential functions of the job with or without reasonable accommodation.


The individual must also be able to wear and properly utilize appropriate personal protective equipment (PPE) including hard hats, safety glasses, hearing protection, steel-toed boots, personal flotation devices, respirators, and other required equipment.


The successful candidate must be capable of:

  • Walking, climbing, and traversing active construction sites.
  • Boarding and disembarking barges, vessels, marine equipment, and waterfront structures.
  • Working outdoors in varying weather conditions.
  • Adapting to temperature changes and prolonged outdoor exposure.
  • Responding appropriately during emergency situations and evacuations.
