Position Summary

This position is accountable for providing project management leadership and support for Orion's marine construction projects. Responsibilities include developing bid packages, estimating project costs, procuring materials and subcontracted services, interpreting project plans and specifications, developing project schedules, overseeing project execution, coordinating with project personnel, and helping ensure the successful completion and closeout of assigned projects.

The Project Manager works closely with Operations, Superintendents, Foremen, Estimators, clients, suppliers, and subcontractors to safely deliver high-quality marine construction projects on schedule and within budget.

The incumbent must support Orion's guiding beliefs and core values centered on Safety, Quality, Delivery, and Teamwork, with each built upon the foundation of Integrity.

Specific Responsibilities

  • Works with the Project Management Team to ensure the successful execution and profitability of current and future marine construction projects.
  • Provides overall project management guidance and leadership to Superintendents and Foremen on active projects.
  • Develops competitive bid proposals for upcoming marine construction projects and ensures timely submission.
  • Negotiates contracts, subcontracts, and change orders as required.
  • Develops detailed project cost estimates including labor, equipment, materials, subcontractors, and services.
  • Procures materials, equipment, and subcontracted services required to support project execution.
  • Interprets project drawings, specifications, contracts, and engineering documents for project teams, clients, and vendors.
  • Develops and maintains project schedules while coordinating field activities to meet project milestones.
  • Monitors project costs, productivity, schedule performance, and financial results throughout project execution.
  • Coordinates with project team members, clients, suppliers, subcontractors, engineering personnel, and corporate support departments.
  • Promotes a culture of safety while ensuring project personnel understand and comply with all Company safety policies and procedures.
  • Participates in Safety and Environmental initiatives that support regulatory compliance and continuous improvement.
  • Travels to project locations as necessary to provide project oversight and support.
  • Possesses the qualifications and physical ability to operate standard passenger vehicles while visiting offices, project sites, and customer locations.

  • Responsible and accountable for the safety of fellow employees, subcontractors, visitors, and others on project sites.
  • Authorized and obligated to stop work whenever unsafe conditions or behaviors are observed.
  • Complies with all applicable federal, state, and local regulations as well as Company policies and procedures.
  • Reports violations of Company policies, safety standards, or regulatory requirements immediately.
  • Participates in required safety meetings, certification programs, training sessions, and other assigned activities.
  • Maintains confidentiality regarding all proprietary, confidential, and trade secret information belonging to Orion.

Position Requirements

  • Bachelor's Degree in Civil Engineering, Construction Management, or a related field required.
  • Minimum of 8 years of Project Management experience in heavy civil, marine construction, or large infrastructure projects.
  • Experience managing self-performing construction projects is strongly preferred.
  • Marine construction experience is highly preferred.

  • Strong understanding of construction contracts, project financials, scheduling, procurement, and field operations.
  • Excellent communication and leadership skills with the ability to work effectively with clients, field personnel, engineers, suppliers, and executive leadership.
  • Ability to quickly learn Orion's operational processes and technical requirements.

Physical / Mental Requirements

The incumbent must be able to perform the essential functions of the position with or without reasonable accommodation.

The individual must be able to wear required Personal Protective Equipment (PPE), including:

  • Hard Hat
  • Safety Glasses
  • Respirators (when required)
  • Hearing Protection
  • Steel-Toed Boots
  • Other required protective equipment

The Project Manager Must Also Possess The Ability To

  • Remain calm during emergencies and respond appropriately.
  • Evacuate project sites safely when necessary.
  • Walk, climb, and move safely throughout marine construction sites including barges, vessels, docks, and waterfront structures.
  • Stand, kneel, squat, stoop, climb, and sit for extended periods.
  • Lift and carry up to 20 pounds.
  • Work outdoors in varying weather conditions.
  • Adapt to changing temperatures and environmental conditions common to active construction sites.
