2.0  SUMMARY 

The EHS (Environment, Health & Safety) Manager is a critical hire who will own the development, execution, and continuous improvement of the company's EHS program. Reporting to the Director of Project Management, this individual will serve as the internal subject-matter expert on occupational health and safety, environmental compliance, regulatory affairs, and EHS data management across all project phases — from development and construction through operations. The role requires both deep technical expertise and the ability to engage meaningfully with employees, contractors, regulators, and community stakeholders.

 

3.0 KEY RESPONSIBILITES

EHS Strategy & Program Management

•       Leaning on current company EHS program, lead the implementation of a comprehensive EHS management system aligned with the company's business objectives, regulatory obligations, and industry best practices.

•       Develop/maintain EHS policies, procedures, and standards covering construction safety, operational safety, environmental compliance, and emergency response.

•       Establish short-, medium-, and long-term EHS performance targets — including incident rate reduction goals, environmental compliance metrics, and training completion benchmarks — and build roadmaps to achieve them.

•       Serve as the primary EHS resource for the executive team and the Board, providing regular briefings, performance dashboards, and recommendations.


Safety Management & Incident Prevention

•       Oversee development and implementation of site-specific Health & Safety Plans (HASPs) for construction and operational activities across all project sites.

•       Lead incident investigation processes, including root cause analysis, corrective action development, and lessons-learned dissemination across the organization.

•       Conduct regular site safety audits and quality inspections; track findings through to closure and verify effectiveness of corrective actions.

•       Manage the company's safety observation and near-miss reporting program, fostering a proactive safety culture across employees and contractors.

•       Coordinate emergency response planning, including the development and testing of emergency action plans for all active construction and operational sites.


Environment Compliance & Permitting

•       Oversee environmental compliance monitoring and ensure that construction and operations teams adhere to all environmental permits, mitigation commitments, and regulatory conditions.

•       Manage stormwater pollution prevention plans (SWPPPs), spill prevention control and countermeasure (SPCC) plans, and other site-specific environmental compliance documents.

•       Coordinate with development and permitting teams on environmental studies, permit applications, and agency consultations to support project approvals.

•       Monitor and ensure compliance with applicable federal, state, and local environmental regulations, including Clean Air Act, Clean Water Act, RCRA, and relevant state equivalents.

•       Track and report Scope 1 and Scope 2 operational greenhouse gas emissions in coordination with the Sustainability Manager; support broader GHG inventory efforts.


Regulatory Affairs & Reporting

•       Manage relationships with regulatory agencies (OSHA, EPA, state environmental agencies, and local authorities) and coordinate agency inspections and audits.

•       Prepare and submit required regulatory reports, notifications, and permit renewals on schedule; maintain accurate, audit-ready EHS records and documentation.

•       Monitor evolving federal, state, and local EHS regulations; assess business impact and lead implementation of compliance responses.

•       Respond to EHS-related due diligence requests from investors, lenders, and permitting agencies, including safety performance data and compliance certifications.


Contractor & Supply Chain Safety

•       Develop and enforce contractor safety prequalification standards, ensuring that all third-party contractors meet the company's EHS requirements prior to mobilization.

•       Oversee contractor safety performance on active construction sites, including review of contractor HASPs, site safety orientations, and regular performance evaluations.

•       Support EHS integration into procurement and vendor management processes, including labor standards evaluation and responsible contractor requirements.

•       Assist with EHS due diligence in M&A and project acquisition processes, including review of existing EHS liabilities and compliance status.


4.0  OTHER DUTIES AND RESPONSIBILITIES

Training & Culture

•       Design and deliver EHS training programs for employees, managers, and contractors, including OSHA 10/30, first aid/CPR, hazard communication, and project-specific safety orientation.

•       Champion a culture of safety excellence across all levels of the organization, promoting employee engagement, accountability, and continuous improvement.

•       Partner with HR on workforce health and wellness initiatives, workers' compensation management, and return-to-work programs.

•       Maintain and improve the company's EHS management software and data systems; produce regular performance reports and trend analyses for internal and external stakeholders.

 

5.0  KNOWLEDGE, SKILLS & EDUCATION

·      Education and/or Experience:

Required:

·      Bachelor’s degree in occupational health & safety, Environmental Science, Engineering, or a closely related field.

·      5 years of progressive EHS experience, preferably in the energy, construction, infrastructure, or real assets sector.

·      Demonstrated experience developing or significantly contributing to EHS management systems, policies, and site safety programs.

·      Strong command of OSHA regulations (29 CFR 1910 and 1926) and federal/state environmental compliance requirements.

·      Experience managing EHS programs across multiple active construction and/or operational sites simultaneously.

·      Proven incident investigation skills, including root cause analysis methodologies (e.g., TapRooT, 5-Why, fault tree analysis).

·      Excellent written and verbal communication skills; proven ability to distill complex EHS topics for non-specialist audiences.


Preferred:           

·      Master’s degree in occupational health & safety, Environmental Management, or equivalent.

·      Professional certifications such as CSP (Certified Safety Professional), CIH (Certified Industrial Hygienist), CHMM (Certified Hazardous Materials Manager), or NEBOSH.

·      Direct experience in the solar, renewable energy, energy storage, or broader power sector — including familiarity with utility-scale project development and construction management.

·      Experience working with ISO 45001 (occupational health and safety) and ISO 14001 (environmental management) management systems.

·      Familiarity with IFC Performance Standards (particularly PS1 and PS2) and Equator Principles in a project finance context.

·      Experience with environmental justice considerations and community benefit frameworks in project siting and permitting.
