Position Summary
· Responsible for coordination, development, and implementation of energy efficiency programs, processing of capital credits, and member correspondence. Coordinate outreach activities and develop strong relationships to best meet the needs of members through energy efficiency and related programs.
Qualifications
I:
· Three years of energy services required. Energy services with a utility, preferred.
· Bachelor’s degree in business or related field, preferred.
· High school diploma or equivalent, required.
· Possess and maintain a valid state driver’s license.
II:
· In addition to meeting all the qualifications above (I):
o Five years of energy services experience required or bachelor’s degree in energy management, sustainability, data analytics, or a related field required.
o Knowledge of or experience with demand response, energy efficiency, or distributed energy programs, preferred.
o Exposure to cooperative utilities or public power, preferred.
o Certified Energy Manager, Certified Energy Auditor, or equivalent certification required.
Knowledge, Skills and Abilities
· High level of proficiency with Microsoft Office Products.
· Self-motivated/takes initiative
· Experience in customer service and strong written and verbal communication skills.
· Accuracy, timeliness, and the ability to work well under pressure.
· Ability to analyze moderately complex concepts/problems and provides resolution.

Duties and Responsibilities
· Leads the development and coordination of OTEC’s energy efficiency programs.
· Develop and maintain processes, forms, and procedures for OTEC’s Member and Energy Services programs and services.
· In collaboration with the Manager of Member Services, assist in the management of Bonneville Power Administration’s (BPA) Implementation Budget to ensure all activities and deliverables are completed on time and within budget, forecasting and reporting. This requires detailed oversight of program contracts, member-owners, and industry stakeholders.
· Coordinate outreach activities and develop strong relationships with market partners and a diverse array of stakeholders (including but not limited to: other utilities, vendors, trade allies, BPA energy efficiency team, and state and regional agencies) to best meet the needs of members and support savings with energy efficient programs.
· Provide recommendations and oversee BPA pilot programs.
· Provide project management and customer relations for special commercial projects.
· Along with the Member Services Supervisors, assist with tracking and ongoing reporting for the Member and Energy Services department’s strategic initiatives, goals, budgets, and performance.
· Assist with the development, documentation and distribution of department correspondence and manuals.
· Prepare regulatory reports and maintain files.
· Maintain capital credits database and process estate applications. Research returned capital credit correspondence and checks to locate and update addresses. Respond to incoming capital credit correspondence and inquiries.
· Maintain accurate records of member interactions regarding capital credits and debt recovery.
· Participation in cooperative strategy and initiatives as it relates to member and energy services.
· Department notary for member loans and contracts.
This is a full-time position. This position requires that the employee be available for work outside the normal daily work period. Travel may be required within the four-county service territory during the business day and infrequently overnight. Occasional out of the area travel is expected to attend various activities such as meetings, training and other events.
