The homeless services team has a mission of making homelessness rare, brief and one- time in Oregon. WHAT YOU WILL DO She/He/They will administer, plan, coordinate, implement, and evaluate housing assistance service programs including, but not exclusive to, the long-term youth rent assistance program, the Eviction Prevention Program, the Emergency Rental Assistance Program, and other programs focused on housing stability and homeless prevention. The coordination of these programs will include the interpretation of a wide variety of state and federal statutes and policies and provides related technical assistance to program grantees. This position in this program will have responsibility for supporting the grantees with administering federal funds for homeless services. This position will develop or assist in the development of program standards, OARs, Operational Manuals and other necessary documents to guide program operations within and outside the agency. ESSENTIAL JOB FUNCTIONS: All performed with an Equity & Racial Justice Lens Program Administration Approve Section subgrantee work plans, budgets, requests for funding and evaluate for compliance with all governing laws, regulations, policies, and procedures. Program Representation Develop and implement program systems and processes to increase the efficiency and effectiveness of existing programs and ease implementation of new programs. Training and Technical Assistance Provide training and technical assistance to subgrantee agencies, community and state partner organizations and other key stakeholders by explaining program information and interpreting applicable state and federal requirements in response to procedural/policy questions. Teamwork and Communication Lead program meetings and discussions to identify issues and solutions pertaining to program implementation and accountability. Other Duties Participate in unit, section and Department meetings as required. Ability to assess community needs and evaluate programs using outcome data to determine. effectiveness of program components and recommend program modifications as necessary. Establish and maintain effective working relationships with diverse populations and stakeholders. Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.
