The Oregon State Hospital (OSH) is seeking a Clinical Informaticist-Operations Analyst 3 (SR30) for a 12-month, limited duration assignment with the ability to analyze business needs and translate them into system design or improvements.

The OSH Technology Services team functions as a centralized, enterprise level information technology group within the broader structure of the Oregon Health Authority (OHA). This team is responsible for managing, maintaining, and evolving the critical digital systems that support OSH’s clinical, administrative, and operational needs. Serving both the Salem and Junction City campuses together employing roughly three thousand staff. The Technology Services team oversees systems that support electronic health records, secure communication, data management, compliance reporting, and hospital wide workflow optimization.

What you will do!

The Clinical Informaticist is a licensed clinician with training or experience in information systems who is responsible for maximizing the effectiveness of Oregon State Hospital’s Electronic Health Record (EHR), Avatar and related clinical information systems. Key functions include partnering with clinicians to improve workflows and EHR usability, leading clinical centric process redesign, and translating clinical needs into system requirements. The role also drives optimization projects across departments, guides change management and readiness efforts, and serves as a liaison between operations, clinical teams, technical staff, and external partners.

In addition, the Clinical Informaticist ensures timely issue resolution, supports end users, and participates in upgrades, releases, and testing activities. The role analyzes current and future workflows, documents requirements, performs targeted configuration or data mapping, and builds and executes test scripts to validate system changes. The Clinical Informaticist also develops effective training and adoption strategies and produces essential documentation such as process maps, business rules, and technical materials that support consistent, policy aligned use of the EHR.

This position plays a key role in decision-making related to the use, improvement, and effectiveness of the Electronic Health Record (EHR) system, Avatar. It requires independent judgment in determining how Avatar is configured and used, based on strategic direction. The incumbent will make decisions with minimal oversight that impact the implementation of Avatar and related processes across multiple OSH campuses.

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Required For This Role

Clinical education and active licensure as a Registered Nurse, Licensed Practical Nurse, Social Worker, Psychologist, or Psychiatrist with a minimum of one year of clinical experience.

Desired Attributes

  • Understanding of software development processes, including analysis, design, programming standards, and project management.
  • Ability to analyze business needs and translate them into system design or improvements.
  • Working knowledge of relational databases (e.g., SQL).
  • Certificate or degree in Medical Informatics.
  • Experience with qualitative and quantitative methods for evaluating program effectiveness and efficiency.
  • Knowledge of organizational systems theory and its application in government or large institutions.
  • Familiarity with organizational change management principles.
  • Understanding of statistical methods for performance analysis and improvement.

  • This announcement is for 1, full time, SEIU represented, 12-month limited duration position, as a Clinical Informaticist (OPA3) based in Salem, Oregon.
  • This is a hybrid position, with standard office hours of 7:30 a.m.-4:00 p.m. “Review Section 4: Working Conditions” in the position description (linked above) for more information.

  • The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
