The Role

Join our team as a senior human resources business partner (HRBP) and help shape the future of Human Resources for a dynamic Oregon state agency. In this strategic role, you will work closely with leaders to develop solutions that strengthen organizational culture, workforce capability and employee engagement. We are seeking two experienced Human Resource professionals who thrive in a dynamic environment with strong expertise in employee relations, talent management and organizational development. A Day In The Life

  • Advise, consult and problem solve with managers and employees.
  • Work with managers to improve employee engagement and guide performance management.
  • Review and process hardship leave and Americans with Disabilities Act (ADA) accommodation requests.
  • Investigate conduct, performance, Equal Employment Opportunity Commission (EEOC) complaints, Bureau of Labor and Industries (BOLI) complaints and other workplace grievances.
  • Prepare for investigations by creating questions, identifying witnesses, gathering documents and ensuring employees have proper representation.
  • Develop formal disciplinary actions, conduct pre-dismissal meetings and prepare investigation recordings, notes and findings reports.
  • Represent the agency and testify at arbitrations, Employee Relations Board (ERB) hearings, unemployment hearings and trials.
  • Meet with managers to determine business needs, priorities and issues.
  • Keep management informed on labor relations policies, procedures, practices and updates.
  • Research, analyze, interpret and provide feedback on policies, procedures, handbooks and collective bargaining agreements.
  • Hybrid work options available – will require traveling to Salem or field offices as needed.
  • Requires occasional after hours work and in state travel.

Minimum Qualifications

Six years human resource experience related to the position. Four of the six years must have been at the professional level.

OR

A bachelor's degree in human resource management, organizational behavior or development, business or public administration, the applied behavioral sciences, industrial relations or a job-related course of study determined by the appointing authority; and three years of human resource professional-level experience related to the position.

OR

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years human resource professional-level experience related to the position.

Note

  • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

Special Qualifications

Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.
