This position is open for recruitment and fully funded following the 2025 Special Legislative Session.

The Role

Are you well versed in creating strategic goals and setting policies and procedures that ensure safety and compliance? If so, consider joining our Commerce and Compliance management team. In this key role, you will oversee both the Motor Carrier Roadside Enforcement section and the Roadside Safety Compliance section, ensuring regulatory alignment with Oregon Revised Statutes, Administrative Rules and Federal trucking regulations. With direct responsibility for managing 88 facilities across the state and supervising approximately 120 employees through several regional managers, you’ll play a pivotal role in protecting the public and supporting the trucking industry. This position also administers a biennial budget of approximately $52.5 million in state and federal funds – making this an exceptional opportunity for a seasoned leader who is ready to make a difference!

A Day In The Life

  • Develop and implement statewide strategies for enforcing motor carrier tax, registration, size and weight laws in collaboration with division leadership.
  • Manage Commerce and Compliance Division facilities statewide, including maintenance, capital improvements, and equipment operations, while aligning resources with budgetary goals.
  • Formulate and revise commercial vehicle enforcement safety policies and procedures and ensure alignment with agency and enterprise guidance and goals.
  • Identify legislative issues, contribute to policy development and provide expert input on proposed state and federal laws affecting motor carriers.
  • Assist in preparing and administering biennial and annual budgets, oversee financial planning for the Safety and Enforcement branch.
  • Administer contracts for facility and roadway repairs; coordinate with ODOT procurement and direct staff on Statewide Transportation Improvement Program (STIP) related projects.
  • Manage federal grants such as Motor Carrier Safety Assistance Program (MSCAP), including application, disbursement and subcontractor oversight to support commercial vehicle safety initiatives.
  • Mentor and evaluate section managers and staff. Set performance expectations and apply progressive discipline as needed.
  • Oversee the development and delivery of ongoing training programs related to motor carrier enforcement and roadside safety.
  • Represent ODOT in high-level discussions with federal, state and local agencies, industry and advisory groups. Resolve complex and politically charged issues affecting commercial vehicle enforcement.
  • Hybrid work options available with 3 days in the field or office per week. Field work may include exposure to heavy traffic, loud noises, hazardous materials and inclement weather.

Minimum Qualifications

Seven years of supervision, management, or progressively related experience in compliance and regulatory activities.

OR

Four years of related experience in compliance and regulatory activities and a bachelor’s degree in a related field.

Special qualifications: Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Working knowledge of Federal Highway Administration (FHWA) size and weight regulations preferred.
  • Working knowledge of Federal Motor Carrier Safety and Hazardous Materials laws preferred.

  • Strong analytical capabilities with the ability to research, interpret and apply complex regulatory framework effectively.
  • Demonstrated leadership skills and ability to foster a culture of professionalism and teamwork.
