The Role

We want you to join our Interstate Bridge Replacement Program (IBR) team as a fiscal analyst! In this position, you will perform work related to budget and expenditure analysis for one of ODOT’s most complex, high-profile and nationally significant transportation programs. You will also directly support ODOT’s commitment to safe, reliable and well-managed multimodal infrastructure that serves the Pacific Northwest now and in the future.

The Interstate Bridge Replacement program (IBR) is a multi-billion-dollar joint effort by the State of Oregon and the State of Washington to address the regional highway problems facing the I-5 highway system crossing over the Columbia River between Portland, Oregon and Vancouver, Washington. The Oregon Department of Transportation (ODOT) and the Washington State Department of Transportation (WSDOT) are working together to develop solutions for seismic resiliency, safety improvements, congestion reduction, reliable transit, active transportation, and reliable movement of freight. The program ensures transportation system improvements are properly designed, funded and constructed.

The person in this position will be a State of Oregon employee. This position is based in Portland, Oregon, and the work location will be at our joint office in Vancouver, Washington. This is a hybrid position with expectation of working in the office for up to two days a week and/or as business needs demand.

A Day In The Life

  • Consult and provide financial and accounting expertise for the Interstate Bridge Replacement Program.
  • Maintain fiscal data and generate reports.
  • Identify potential risks and challenges in meeting objectives and goals and recommend solutions.
  • Track and report on program funding supported by grants and bonds.
  • Establish expenditure accounts and sub-jobs.
  • Review program invoices, provide coding and ensure correct expenditure account charging.
  • Provide fiscal analysis to ensure compliance with laws, policies, procedures and agreements.
  • Assist program managers with developing their budgets and initiative programs.
  • Use forecasting tools to predict and track spending pattens and respond to unplanned expenses.
  • Adapt financial policies and procedures.
  • Research, develop and modify fiscal models and prepare fiscal impact statements.
  • Requires occasional overtime and attending in person meetings at the Vancouver office.

Minimum Qualifications

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

OR

Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.

OR

Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note: A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration, economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.

  • Demonstrated experience with state budget policies and processes.
  • Strong knowledge of accounting and financial reporting, particularly related to capital project expenditures, Statewide Transportation Improvement Program (STIP) accounting and federal grant management.
  • Demonstrated ability to take initiative and quickly master complex business structures, fiscal systems and regulatory requirements to implement new processes and policies, with a focus on continuous improvement.
  • Strong collaborator, capable of working effectively in a fast-paced environment with evolving priorities and multiple interested parties.
  • Experience with ODOT capital project management or a strong accounting or finance educational and professional background.
  • Experience paying close attention to detail and meeting strict deadlines.
