Summary Of Duties
Personnel Supervision
- Lead daily operations for the Estate Administration Unit (EAU) and Personal Injury Liens Unit (PIL), including assigning work, scheduling, setting procedures, and resolving staff concerns.
- Partner with the Compliance and Regulatory Manager 1 and HR to address personnel issues.
- Monitor employee performance through quality and production reviews; identify training needs and provide coaching.
- Maintain and analyze unit data to ensure dashboard accuracy and support goal achievement.
- Update position descriptions and assist with quarterly performance reviews and development meetings.
- Represent ODHS’ estate recovery program to field offices, partner agencies, DOJ, legislators, external organizations, and the public—including speaking at trainings, panels, and seminars.
- Support development and implementation of the unit’s strategic business plan and service equity goals.
- Promote and participate in continuous improvement initiatives.
- Collaborate with OHA to ensure PIL operations meet program needs. Maintain strong working relationships with Coordinated Care Organizations (CCOs) to ensure compliance with rules and contractual requirements.
- Research, analyze, and resolve complex estate recovery and personal injury lien cases; provide recommendations or guidance as needed.
- Coordinate with the policy analyst and APD policy team on eligibility issues impacting the estate recovery program.
- Four Years of lead work, supervision, or progressively related experience; OR one year of related experience and a bachelor’s degree in a related field.
- A valid driver’s license and acceptable driving record are required for this position.

- Strong communication and relationship building skills with a focus on collaborating, coaching and the development of employees.
- Experience in developing short and long-term goals, policies, and protocols in a collaborative environment.
- Experience leading and supervising direct report employees within the last five years.
- Experience evaluating processes and procedures to ensure effectiveness, accountability, and continuous improvement.

- This position follows a hybrid schedule, one mandatory in-office day per week, with the remaining days worked remotely.
- You will be required to be in the Salem office the first 2-3 weeks for training.

- There may be frequent walking short distances, bending, stooping, and lifting associated with files, file drawers, and archive boxes. Lifts files, boxed files, and other materials that weigh up to 25 lbs. Occasional climbing of three step ladder.
- Travel may be required occasionally throughout the state to provide training, provide testimony, or inspect estate property.
- May occasionally encounter hostile or emotionally upset individuals.
- Also, there is frequent use of PCs and software, copier and fax machine, cell phone with voicemail.
- Frequent person to person and telephonic contact with public. May encounter hostile and angry individuals.
