Transportation Funding Analyst - Local Programs
Under general supervision, supports the planning, programming, and administration of multimodal transportation funding programs. This role helps manage federal, state, and local funding sources—including Measure M—ensuring projects are funded, compliant, and aligned with regional transportation priorities.
This is an exempt position in Salary Grade 195. Annual Salary: Min – $88,753.60 | Mid – $106,038.40 | Max – $123,302.40. The starting salary will be within this range based on qualifications.

Under direct supervision, assists in the programming and administration of multi-modal transportation funding programs and related activities. Incumbents may be assigned to Discretionary Funding Programs, Formula Funding Programs or Measure M Local Programs.
This is a non exempt position in Salary Grade 185: Min – $38.71 | Mid – $46.24 | Max – $53.76/hr. The starting salary will be within this range based on qualifications.

What You’ll Do
- Maintain and track funding, programming, and project data across multiple funding sources
- Support administration of federal, state, and local funding programs, including Measure M
- Assist with grant applications, funding allocations, and reimbursement processing
- Coordinate and support calls for projects and funding eligibility reviews
- Monitor project progress, funding schedules, and compliance requirements
- Prepare reports, presentations, and financial/program documentation
- Participate in development of major programming documents (e.g., FTIP, STIP)
- Conduct workshops and provide guidance to local agencies on funding programs
- Collaborate with internal teams, local jurisdictions, and stakeholders
- Support audits, consultant coordination, and procurement activities
- Bachelor’s degree in planning, business/public administration, finance, economics, or related field
- Minimum of two years of experience in transportation, financial analysis, grant writing, or grant management
- Strong analytical, organizational, and data management skills
- Ability to interpret funding regulations and program requirements
- Excellent communication and presentation skills
- Ability to manage multiple projects and deadlines in a fast-paced environment
- Play a key role in securing and managing funding for regional transportation projects
- Gain experience with federal, state, and local funding programs and policy
- Work collaboratively with agencies and stakeholders across Orange County
- Contribute to impactful infrastructure and mobility improvements

- Bachelor’s degree in planning, business/public administration, finance, economics, finance, marketing, communications, social sciences or related field
