Salary Schedule
To manage the district-wide drug testing program, which includes DOT and non-DOT pre-employment, OTETA-DOT-random, reasonable suspicion, long-term leave, and post-accident drug testing. Develop and manage the district-wide reasonable suspicion training. Represent the District as the Designated Employer Representative (DER).
QUALIFICATIONS
Knowledge of DOT 49 CFR Part 40 Drug & Alcohol regulations; Federal and State laws affecting drug and alcohol compliance; FDOT Drug and Alcohol Clearinghouse rules, regulations, and mandates, training in civil and criminal court procedures and records retrieval. Knowledge of Human Resources rules, regulations, and policies such as ADA, FMLA, EEO, Workman’s Compensation, and labor contracts. Ability to convey information clearly, accurately and professionally. Demonstrate strong attention to details and organizational skills. Ability to work independently with strong problem-solving and conflict resolutions skills to identify issues and solutions of investigations. Analyze information, and data and have the ability to multi-task and adapt to new challenges. Ability to establish positive relationships with internal and external stakeholders in a professional and courteous manner.

∗ Oversee and manage all aspects of the Drug and Alcohol testing program, as the Designated Employer Representative (DER), which includes implementation of policies and procedures for pre-employment, random, reasonable suspicion, post-accident and follow up drug and alcohol testing.
∗ Establish internal procedures for drug testing that comply with Professional Standards and districts goals and objectives.
∗ Track and analyze drug testing data, prepare and file all required reports, ensure accuracy of information for audits, track DOT regulated employees in SAP.
∗ Ensure federal requirements (49 CFR Part 40) for safety-sensitive employees in transportation industries. In addition, compliance with applicable DOT/Non-DOT and OCPS Drug and Alcohol testing requirements.
∗ Coordinate with Third Party Administrator (TPA), Medical Review Officer (MRO), Clearinghouse, Substance Abuse Professionals (SAP’s) and other agencies when applicable.
∗ Manage vendor selection and contracts, review and approval of invoices, inventory and all other vendor related processes and procedures.
∗ Provide guidance and direction to others regarding drug testing rules and regulations, processes and procedures.
∗ Monitor Supervisors’ Reasonable Suspicion Certification Training.
∗ Provides staff with interpretations of collective bargaining agreements and school board policies, rules, and administrative procedures that are related to collective bargaining, to assist in achieving expected district priorities and ends/results.
∗ Keeps the Assistant Director informed of critical issues within the department and incidents.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s instructional initiatives and the school district’s charter guidelines.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, the employee attends training to ensure skill level in various technologies is at the level required to perform in the current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.

QUALIFICATIONS
- Associates degree from an accredited institution or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential job functions.
- Two (2) years of experience in human resource or professional standards with experience in the drug testing processes and procedures.
- Experience of Omnibus Transportation Employee Testing Act (OTETA), FDOT Drug and Alcohol Clearinghouse preferred.
- Experience working in a collaborative bargaining environment is preferred.
- Experience in professional standard operations preferred.
- Experience in Case Management/Investigation Systems, SAP and Comprehensive Case Information Systems preferred.
