Responsible for supporting and administering the district’s threat management efforts relative to the Marjory Stoneman Douglas High School Public Safety Act and related regulatory reporting requirements. The position collaborates closely with a highly regarded team of administrative and law enforcement professionals including members of Orange County Public Schools' District Police, district leadership, school-based personnel and community stakeholders.

QUALIFICATIONS

  • Bachelor’s degree from an accredited institution required.
  • Three (3) years of experience in compliance, school safety, student services, law enforcement, emergency management, education administration, or a related field.
  • One (1) year of Experience administering threat management practices in a K-12 ensuring compliance with Marjory Stoneman Douglas High School Public Safety Act, Florida Administrative Code, Rules 6A.1.0018 and 5A. 1.0019 preferred.
  • One (1) year of experience as a crime analyst, criminal intelligence analyst or similar within a public or private sector environment equal in scope to the duties and requirements of the position preferred.
  • Experience creating and delivering presentations to a variety of audiences preferred. Must possess and maintain a valid Florida driver’s license and proof of insurability.
  • Able to successfully pass a comprehensive background assessment, which includes a criminal history check, drug screen, fingerprinting, testing and related selection criteria


The incumbent is considered to be “critical personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge and experience in handling multiple priorities in a high-volume setting relating to threat management within the K-12 environment. More specifically, this position requires coordinating, training, and facilitating the Florida specific Threat Management Model at the traditional and charter school level. The employee will conduct training for school district personnel and community agencies; review the district threat management policies and procedures annually to ensure best practices in the field are being applied at the school and district level.

Responsibilities of this position include researching and gathering information and communicating with various community stakeholders. This position will have the responsibility of preparing and presenting ongoing training and state mandated training to all relevant school district personnel. This candidate should portray a high level of customer service skills including, verbal and written communications, and collaboration with school district staff, traditional and charter school threat management teams, other District Threat Management Coordinators statewide, the Florida Department of Education (FLDOE) - Office of Safe Schools, local law enforcement agencies and any community partners that may inform the development of appropriate school safety measures.

Familiarity with the Marjory Stoneman Douglas High School Public Safety Act (Stoneman Douglas Act). Demonstrated ability to conduct program audits to ensure compliance with federal and state regulatory requirements. Ability to effectively administer regulatory records management and retention processes and systems. Familiarity with current federal codes, state laws, state board rules and school board policies as they relate to safety and security regulatory compliance reporting. Capacity to apply continuous improvement principles within the work environment.

Ability to use computer-based business management systems and the full Microsoft Office Suite. Excellent project management skills and proven ability to work effectively within cross-functional teams. Proven ability to consistently complete assignments and perform functions in a timely manner with minimal errors. Possesses strong analytical, problem identification and resolution skills. Capacity to communicate verbally and in writing, effectively presenting ideas and information in a clear and concise manner. Capable of consistently demonstrating a high degree of accountability, personal integrity, and emotional maturity. Demonstrated ability to effectively, continuously, and discreetly, work with confidential and potentially sensitive information.

MACHINES, TOOLS, EQUIPMENT

Machines, tools, equipment, electronic devices, vehicles, etc., used in this position to include automobile, computer, copier, integrated copier/fax/imager, telephone, two-way radios, teletype, video-intercom device, whiteboard system, etc.

PHYSICAL REQUIREMENTS

PERFORMANCE RESPONSIBILITIES

∗ Serve on the District Threat Management Team

∗ Support the delivery of training curriculum for the statewide threat management model.

∗ Develop and deliver additional school safety training materials related to threat management.

∗ Provide training and consultation to School Based Threat Management Teams (SBTMTs).

∗ Conduct training for school district personnel and community agencies.

∗ Review school-based threat management best practices as identified by industry leaders annually and recommend changes for the purpose of ensuring effective outcomes.

∗ Assist with the district’s compliance program relative to District Threat Management Team (DTMT), SBTMTs, and related reporting requirements.

∗ Prepare a variety of written materials and reports for the purpose of documenting activities, evaluating program outcomes, providing references, and conveying information.

∗ Develop sound data collection and interpretation practices and systems to reduce organizational risk. Seek review and approval of all statistical information prior to release for compliance reporting purposes.

∗ Stay current on proposed new federal and state regulations, requirements, and laws from the FLDOE and specifically the Marjory Stoneman Douglas Act.

∗ Stay current on FDOE regulations as they relate to the Stoneman Douglas Act. Remain current in legislative and regulatory developments in the Stoneman Douglas Act to ensure that the district receives all benefits available and remains in compliance with regulations.

∗ Provide technical guidance and corrective action to district and school-based employees concerning compliance with applicable rules and regulations.

∗ Recommend changes to meet standards or correct problems.

∗ Adjust programmatic practices, process, and protocols to remain compliant with relevant regulatory requirements. Train stakeholders on new standards as appropriate.

∗ Contribute to the development of standards and practices that ensure the department’s position as a model school district police and public safety agency.

∗ Support the development of complex business cases and projects with analyses, data collection, research, fiscal planning, modeling, and technical writing.

∗ Represent the school district in various working groups, maintain close professional relationships with local counterparts and participate in relevant professional associations.

∗ Participate in program/service assessments, quality improvement and/or special study projects as assigned.

∗ Provide management support during critical incidents, emergent situations, and special events.

∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.

∗ Follow the district’s policies and procedures as related to fixed assets.

∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.

∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.

∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.

Perform Other Duties And Responsibilities As Assigned By Supervisor.

TERMS OF EMPLOYMENT

Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
