What are the responsibilities and job description for the Transit Operations Manager position at Orange County Government?
The work involves the primary responsibility for providing management and oversight of all transit functions – including fixed route and demand response bus service, and related dispatch functions – within the Transit Division of Orange County Transportation Services. This includes planning, programming and implementing public transportation plans, programs and policies in accordance with local, state and federal regulations. An employee in this class has responsibility over daily operations including supervision, oversight, performance analysis, writing policy and procedures, preparing and administrating training programs, addressing safety and regulatory compliance. Further an employee in this class is the lead for grant administration including writing and procuring and will work closely with internal peers and external partners to ensure reporting and reimbursement for grants.
Work is performed under the general direction of the Transportation Director with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others is required of this position. Position does related work as required.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s Degree in public administration, business, transportation, or closely related field AND five (5) years of work experience in managing public transit operations in the fields of bus driving, public transit, non-emergency medical transportation, fleet maintenance and the use of ADA equipment; which includes three (3) years of work experience in directly supervising staff; OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
Possession of a valid CDL with Passenger endorsement.
Must be able to work shifts or flexible work schedules as operationally needed.
Demand Response experience is preferred.
Candidates with Military or Vocational certification are encouraged to apply.
SPECIAL REQUIREMENTS
All offers of employment are conditional upon successful clearance of pre-employment drug testing, background check including Motor Vehicle Record and Fitness-For-Duty Assessment. Employment cannot commence until the employee has been cleared.
Position will also operate a vehicle to transport passengers, as needed.
This classification is considered safety sensitive, and is subject to random drug and alcohol testing, as well as random background checks.
Salary : $70,798 - $82,100
