Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Engineering Division manages the Capital Improvement Program for water, wastewater, reclaimed water, and solid waste projects. The division also reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual.

The Orange County Utilities Department is seeking highly qualified individuals to fill the positions of "Senior Engineer" for their Septic to Sewer Program, Development Group and their Pump Station R&R Program.

Job Description

General Functions:

Performs advanced professional engineering work and provides supervision for one or more engineering functions of a specialized nature. This is advanced professional engineering work of a complex nature with extensive supervisory duties. Work is performed with considerable independence under the general supervision of the designated supervisor.

Representative Duties/Assignments:

Sr. Engineer - Pump Station R&R Program

  • Manage multiple concurrent Utilities CIP projects from planning and land acquisition through design, permitting, bidding, and construction including coordination with consultants, regulatory agencies, and other County Divisions. Projects will focus on pump station renewal/replacement.
  • Review project reports, engineering plans and construction specifications, and contract documents for conformance to Orange County Utilities Standards.
  • Manage comprehensive inspection records of Utilities assets and prioritize future R/R projects.
  • Manage CIP program budgets, project expenses and project schedules to meet program milestones.
  • Conduct public meetings, make project presentations and respond to questions and requests from Orange County residents, Utilities Operating Divisions, and other Orange County Departments.
  • Assist in the coordination, creation, and negotiation of contracts and agreements with Engineering Consultants, vendors, and developers.
  • Provide leadership in the development and maintenance of the CIP master details, standards, and specifications.
  • Respond to requests from and perform coordination with Field Services, Procurement, Real Estate Management, and other County Departments.
  • Supervise staff to include providing leadership, guidance, training, and delegation of work.
  • Performs other job-related duties as assigned.


Sr. Engineer - Development Group

  • Supervising engineers and technicians in the Development Engineering Division, to include providing leadership, guidance, training, and delegation of work.
  • Ensuring consistency in the plan review process; developing and modifying policies and procedures as needed.
  • Providing technical assistance to engineers designing water, reclaimed water, and wastewater utility plans for all types of developments, including commercial and industrial parcels, public main extensions, subdivisions, and interior alterations.
  • Providing final review and approval for the hydraulic analysis of water, wastewater and reclaimed water master utility infrastructure plans for large, planned developments, developments of regional impact, and subdivisions.
  • Conducting meetings with developers and engineers. Performing analysis and decision-making related to site-specific issues.
  • Writing and negotiating development agreements and performing project management for associated utility infrastructure.


Sr. Engineer - Septic to Sewer Program

  • Manage multiple concurrent Utilities CIP projects from planning and land acquisition through design, permitting, bidding, and construction including coordination with consultants, regulatory agencies, and other County Divisions. The focus will be on projects that connect residential parcels to central sewer systems and eliminate existing septic systems.
  • Manage multiple cost share and grant agreements from federal, state, or local agencies that provide funding assistance for CIP projects, especially ones that qualify for septic-to-sewer and/or resilience/hardening programs. Management of such agreements includes cost share/grant applications, monthly and/or quarterly compliance documentation, and payment reimbursement requests. Establishing and maintaining strong relationships with cost share/grant managers is a critical part of this duty.
  • Review project reports, engineering plans and construction specifications, and contract documents for conformance to Orange County Utilities Standards.

  • Assist in the coordination, creation, and negotiation of contracts and agreements with Engineering Consultants, vendors, and developers.
  • Respond to requests from and perform coordination with Field Services, Procurement, Real Estate Management, and other County Departments.
  • Supervise staff to include providing leadership, guidance, training, and delegation of work.
  • Performs other job-related duties as assigned.


Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor¿s degree in Civil or Environmental Engineering and six (6) years of utilities engineering related experience.
  • Municipal capital improvements project experience with a background in diverse utilities work.
  • Licensed in a state of the United States as a Professional Engineer. Must be licensed in Florida as a Professional Engineer within one (1) year of hire.


Must possess and maintain a valid Florida Driver's License.

The selected applicant will be required to submit to a pre-employment physical, drug test, and a background investigation screening process prior to the start of employment.

Preferences

  • Must have excellent written and verbal communication skills and excellent organizational skills.
  • Must have water and wastewater transmission systems hydraulic modeling experience.
  • County government development review project experience with a background in large scale utilities work, document management systems, Microsoft Office, ESRI and other database systems.
  • Experience as a Project Engineer and/or Project Manager in the design of water and wastewater conveyance infrastructure rehabilitation.
  • Public outreach and knowledge in the management of grants
  • Excellent written and verbal communication skills and excellent organizational skills.
  • Time and people management, decision-making, and problem-solving skills.
  • Working knowledge of Microsoft Office Suite, PowerPoint, Microsoft Project, AutoCAD, ArcGIS, ESRI and other database systems.
  • Excellent self-management skills to efficiently handle multiple tasks and deadlines.
  • Familiarity with the Orange County Standards and Construction Specifications Manual.

Working hours are 8 hours per day Monday through Friday with flexible hours between the hours of 7:00 a.m. - 6:00 p.m.
