Job Description
General Functions
Performs specialized research of County records within several Orange County departments and/or is responsible for the collection, management, preservation and availability of current and historically significant public records used in various departments.
Representative Duties/Assignments
Duties may vary, based on area of assignment.
Graduation from high school or equivalent and three years of customer service experience to include one year of clerical experience, or an equivalent combination of relevant education, training or experience.
Proficient in computer spreadsheet, database, and word processing software.
Depending on area of assignment:
Ability to learn to read legal descriptions, tax ID numbers and locate property on tax maps or aerial photographs.
Records management with emphasis on construction blueprints and documents.
Preferences
Depending on area of assignment:
Associate¿s Degree from an accredited institution.
Knowledge of Windows and familiarity with Microsoft Outlook and Office software.
Geographic knowledge of Orange County.
Knowledge of Geographical Information System (GIS) ESRI.
Knowledge of document management system(s).
Construction background of existing structures.

Job Description
General Functions
Performs specialized research of County records within several Orange County departments and/or is responsible for the collection, management, preservation and availability of current and historically significant public records used in various departments.
Representative Duties/Assignments
Duties may vary, based on area of assignment.
- Conducts research for Engineering staff, Orange County citizens, developers, and other governmental entities.
- Researches Tax ID numbers, reads legal descriptions and identifies property on tax maps to determine ownership of property. Researches code enforcement issues, easements, deeds, plats and permits.
- Reviews code enforcement activities. Organizes and tracks complex enforcement issues, including those in litigation. Coordinates and conducts records research with Inspectors processing code violations.
- Investigates citizens¿ complaints in a courteous professional manner.
- Assists in preparing cases for the Code Enforcement and Nuisance Abatement Boards.
- Trains new Research Analysts to perform all duties in a consistent manner with adopted and/or established policies and procedures.
- Coordinates research for roadway, drainage and transportation projects.
- Captures images of engineering plans using scanners and multifunction printers. Creates, indexes and administers electronic images.
- Responsible for the maintenance and inventory control of all construction documents at the Orange County Convention Center including creating and/or updating electronic copies and providing requested documents to divisions for various project management needs.
- Plans and implements electronic document management and records management policies and procedures.
- Performs administrative functions and other related duties as assigned.
