Job Description
General Functions:
The Human Resources Advisor, Organizational Development role performs professional and consultative work in the design, development, and administration of Countywide Human Resources programs. It additionally plays a key function in shaping the employee experience, contributing to the development of our leaders, and an ever-evolving focus on influencing a culture where employees feel connected and empowered to thrive through a highly collaborative approach. Specifically, the function of this position is to provide support services in the area of Organizational Development with the design and development of interventions to support the effectiveness of departments. The ability to work independently, as a member of a highly effective team, and to collaborate closely with cross-functional Human Resources team members, internal and external stakeholders are requirements of this role. Duties are performed under the general supervision of a Senior Human Resources Advisor and performance is reviewed through observations, metrics, and the achievement of desired results / goals as outlined.

In this highly visible and consultative role, you will:
- Ensure consistent application of Human Resources¿ vision, policies, and key strategic initiatives, adherence / compliance with all federal, state, and local laws, rules, and regulations
- Assist with the design and execution of strategies to enable the effective application and utilization of HR programs
- Support the development and facilitation of Organizational Development resources, materials, and collateral; additionally, ensure alignment with organizational goals and objectives
- Conduct needs assessments to include data gathering through one-on-one interviews, focus group facilitation and survey preparation, design, development, distribution inclusive of the implementation and evaluation of change management programs and organizational problem solving
- Lead and participate on interdepartmental committees intended to promote improved efficiencies, customer service effectiveness and workforce performance through professional development, performance management, employee engagement, rewards and recognition for employees, and process improvements
- Review internal and external trends / data from surveys, conduct data analysis, and generate evidence-based insights to enable the development of innovative and targeted programs
- Perform other related duties as assigned

- Bachelor's degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and four years of professional level experience in organizational design, succession planning, performance management, talent management or closely related field .
- A Master's degree from an accredited institution in a closely related field may be substituted for up to two (2) years of the required experience.

- Experience with the design, curriculum development, and facilitation of executive development programs
- Analytical and data-driven decision-making skills, demonstrating continuous improvement practices
- Certification: SHRM-CP / SHRM-SCP, PHR / SPHR and / or OD instruments (i.e., MBTI, DISC, Hogan, Belbin, Emotional Intelligence)
- Four (4) or more years of experience as a Human Resources Strategic Business Partner / Employee Relations professional
- Intermediate MS Suite proficiency (particularly with Excel)
- Master's Degree
