About the Role
As a Bid Manager within Oracle Applications Consulting App Presales, you will play a critical role in supporting strategic consulting sales opportunities across the EMEA region. Acting as the orchestrator of the bid lifecycle, you will drive the coordination, planning, governance, and execution of complex consulting pursuits from opportunity qualification through contract signature.
This role sits at the intersection of consulting, sales, delivery, commercial management, and customer engagement. You will partner closely with Consulting Sales Executives, Solution Architects, Delivery Leadership, Finance, Legal, and Operations teams to ensure Oracle delivers high-quality, compelling, and executable proposals aligned with customer expectations and Oracle standards.
The Bid Manager operates bids as structured projects, ensuring the right stakeholders are engaged at the right time, milestones are achieved, risks are managed, and all deliverables are completed with quality and consistency.
The role is also customer-facing in nature. The Bid Manager will regularly participate in and coordinate customer interactions throughout the presales lifecycle, including discovery sessions, proposal reviews, governance meetings, and executive presentations. Working alongside Consulting Sales, Solution Architects, and subject matter experts, the Bid Manager helps structure and present Oracle’s overall engagement approach, ensuring alignment between customer expectations, delivery strategy, commercial positioning, and transformation objectives.
The ideal candidate combines strong project or program management experience with excellent communication and coordination skills, organizational awareness, commercial sensitivity, and the ability to navigate complex matrix organizations.

Responsibilities:
Bid & Opportunity Management
- Drive and coordinate Oracle Applications Consulting bids across Continental Europe.
- Manage the end-to-end presales lifecycle from opportunity initiation through contract signature.
- Establish and maintain bid governance, timelines, milestones, deliverables, and action plans.
- Operate bids with a project management mindset, ensuring structured execution and accountability across all contributors.
- Coordinate bid kickoff meetings, governance reviews, executive checkpoints, and submission readiness activities.
- Identify and proactively manage risks, dependencies, escalations, and critical path items throughout the bid lifecycle.
- Ensure all bid activities are completed within agreed timelines and quality expectations.
- Coordinate and support customer-facing bid activities including workshops, proposal presentations, solution reviews, and executive discussions.
- Lead or facilitate customer presentations related to the proposed engagement approach, teaming with Consulting Sales, Solution Architects, Delivery leadership, and other contributors as appropriate.
- Help articulate Oracle Consulting’s value proposition, delivery methodology, governance approach, and transformation strategy during customer interactions.
- Ensure consistency and professionalism across all customer-facing communications and presentations during the pursuit lifecycle.
- Coordinate customer discovery activities to understand:
- Business drivers and transformation objectives,
- Industry trends and market context,
- Customer challenges and strategic priorities,
- Stakeholders, governance structures, and decision processes.
- Support the structuring of engagement assumptions, scope boundaries, and delivery approaches.
- Contribute to the definition of guiding principles and overall project approach for customer transformation programs.
- Help identify opportunities to position AI-enabled transformation capabilities and business value within the proposed Oracle ERP approach.
Discovery & Opportunity Shaping
RFX Coordination
- Lead the coordination of Oracle Consulting responses to RFIs / RFP / RFQs.
- Define response strategy, workstreams, ownerships, and review cycles.
- Coordinate contributions from Solution Architects, Delivery teams, Subject Matter Experts, Commercial Management, Legal, Finance, and Partners where applicable, in particular to produce workload estimate and dully document the workload inductors.
- Ensure consistency, completeness, compliance, and quality of all customer-facing responses.
- Manage submission timelines and approval processes.
Proposal & Contract Coordination
- Coordinate the authoring and consolidation of full consulting proposals.
- Ensure alignment between:
- Customer requirements,
- Solution approach,
- Delivery assumptions,
- Commercial positioning,
- Risk Management considerations.
- Coordinate the preparation of contractual documentation, including:
- Detailed Description of Services (DDS) / Statements of Work (SOW), this can be either for Time & Material or Fixed Price engagements.
- Work closely with Legal, Commercial Management, Finance, and Delivery leadership to ensure contractual consistency and feasibility.
- Support negotiation preparation and change management during final contracting phases.
- Engage and coordinate the appropriate Oracle stakeholders required to support each opportunity.
- Navigate Oracle internal organizations effectively to mobilize expertise and decision-making.
- Maintain clear communication across matrixed teams and leadership stakeholders.
- Provide regular status reporting, executive summaries, and pursuit updates throughout active bids.
- Contribute to the development of reusable bid management assets, templates, governance models, and best practices.
